Votes that withdrew from office in Zagreb in full opposition to the CEC procedures will not be counted by the institution.
Democracy.com has learned exclusively from sources within the CEC that these envelopes will not be counted as they have withdrawn without ignoring procedures.
“Pull these envelopes out of each procedure and they will not be counted”, this source said.
There are 30 envelopes of votes and are suspected that Kosovo Ambassador to Croatia Martin Berishaaj is involved in their illegal transportation.
The news came to the media on February 6th, a few days before the elections.
At an online meeting organised by the Central Election Commission (KQZ) with Kosovo diplomatic representatives in the world, Ambassador Berisha himself has openly confirmed that it has intervened in the diaspora vote management process.
After the scandal, the CEC had held meetings, but the chairman of this institution had been unable to reveal what had happened.
We still don't know anything. We've heard from the media too, there's words from the CEC, but officially we don't know what happened. It remains to be confirmed in later stages”, Kreshnik Radoniqi had said when asked journalists to complete the CEC meeting on 7 February.
Radonici had indicated that it is a case of 30 votes.
The CEC's procedures allow the withdrawal of paperwork from office only after accredited observers are announced.
This procedure has not been followed by the Kosovo Embassy in Zagreb.

On February 6th, the Constitutional Prosecutor in Pristina has announced that he has begun investigations after reports that Kosovo's ambassador to Croatia, Martin Berisha, has received envelopes from the mailbox in Zagreb and sent them to the embassy there.
The prosecution says it will be investigated if there are elements of any criminal work that connects with the election process, with the goal of preserving the process.
The foundation procedure in Pristina reports that in the continuation of activities to preserve and manage the election process, following reports on possible misuse of Ambassador M.B. about the procedure of transporting the votes of the citizens of the Republic of Kosovo to the diaspora, it has begun taking the necessary investigative actions if the reports in question are met the elements of any criminal work that connects with the election process, in order to preserve this process. ”
