The EU takes Edi Rama's draft seriously “is carefully analyzing”

Rama has said the document is confidential, but has indicated it is “an international high-level document that takes into account all the reasons for creating association and that association is part of the organisation of life for Kosovo”.
The Kosovo government has not yet been declared regarding the draft proposed by Albania.

The establishment of the Association of Serb majority municipalities in Kosovo is one of the obligations of Kosovo, which the EU and the United States insist most.
At the last high-level meeting, within the dialogue between the two countries, a draft of the Association compiled by the Management Team made up of four members of the Serb community has been introduced.
This team was fired a day later by Kosovo authorities.
The draft has been rejected immediately by Kosovo, while sources in the EU have said they have expected something like this.

The EU insists that there are many models that can be taken into account and that if good will exists, even this issue, which has been so delayed, can be successfully concluded.
Kosovo and Serbia have reached agreement on Association in 2013, and later 2015 on principles for its establishment.
But in 2015, the Constitutional Court of Kosovo has found that the agreement is not in full harmony with the Constitution.
Serbia wants Kosovo to implement the agreements reached, but the current Kosovo government has been declared against a single-ethnic association.
