Did Kosovo harmonise foreign policy with Albania, according to the government programme it has?

But how far did the Government deal with Albania in foreign policy?
The Open Balkans is the process that has divided Kosovo and Albania into the context of foreign policy. Opposition statements by Prime Minister Albin Kurti to this process are known, and also Edi Rama's controversial statements, for not including Kosovo in the process.
