German employers lack hundreds of thousands of workers - in TI as well as in nursing, in crafts, technology, logistics, and many other sectors. The newly approved “Law on Further Development of Qualified Migration” in the summer aims to immediately lower the barriers to migration to Germany of qualified workers from so-called third countries, namely, non-EU countries.
The first changes will be implemented by November 18, 2023
EU's blue card
Experts with university degrees, or a level of similar qualifications, coming from third countries, so outside the EU, can migrate to Germany with the Blue Charter of the EU without checking whether there are German hopefuls or EU citizens for the workplace and without proof of language skills.
Salaries to avoid abuse by foreign-origin specialists will drop to 40,000 euros per year for professions where there are more shortages and 44,000 euros for all other professions (as of 2023).
The list of missing professions (formerly: mathematics, computer science, natural science, engineering, and medicine) has expanded and now includes education and nursing personnel.
For the TI industry, qualified workers without university degrees can also receive a blue EU card, if they can prove they have comparable professional experience of at least three years.
Attitude right, more flexibility
Who fulfils all conditions as skilled employees with professional or academic backgrounds has the right to obtain residence permits. So far, this was allowed to establish diplomatic missions and immigration authorities.
In addition, the restriction to work in your professional field is lifted. A man who is finished for mechanics, for example, can also work in logistics. Disfellowshipping is done in well - arranged professions, such as medicine, justice, or teaching.
It gets easier to approve of the Federal Employment Agency for professional drivers. Job permits are granted without checking whether there are EU citizens seeking this country and without a language exam.
What will take effect on March 1, 2024
Emigration With Work Experience
Recognition of professional qualifications in Germany, which has often been a bureaucratic obstacle, will no longer be required for experienced specialists.
Who has a professional qualifications recognised by the state in the country of origin and has at least two years of professional experience in it can emigrate to Germany as a worker. This excludes regulated professions. TI experts don't need a degree.
Recognition Partnership
Whoever needs an additional qualifications in Germany to achieve the equality of the qualifications will be able to stay in Germany for up to three years in the future. Applicants are allowed to work up to 20 hours a week while attending school for equalising the qualifications.
Part - time work is also expanding for students and coursers. If employers in Germany and applicants from third countries create a partnership of recognition, qualified workers can come directly to Germany and work while the process of recognising their qualifications is under way. Staying can last up to three years. They should have at least two years of professional qualifications and knowledge of the German language (level A2).
Besides nursing personnel, even nurses with less than three years of nursing training will be provided access to the German labour market in the future.
Family Reunification
If workers join marriage mates and minor children, they should testify that income is enough to live, but not that they have the right area to live in. They may also bring their parents or father - in - law to be with them if they receive permission to stay after March 2024.

Job Search Cards
The card of possibilities with the score system will be introduced for the first time in June 2024. With the opportunity card (Chancencarte) people can come to Germany to look for work for a year if they have a living.
Anyone who can prove the equivalence of their qualifications with German ones is considered a skilled worker and receives the card without any further requests.
All others need a university degree or a professional qualifications of at least two years, as well as basic knowledge of German (level A1) or English (level B2).
The point is also for professional experience, recognition of qualifications in Germany, age, language skills in German and/or English, connections with Germany, and the potential of your partner or mate.
Workers with the Order Card are allowed to work up to 20 hours a week or as evidence. The charter of opportunity can be extended to two years if there is a job contract for qualified employment.
Adjusting Western Balkans
Another regulation affects people from Western Balkan countries. The so-called Western Balkan Order for recruiting workers from Albania, Bosnia and Herzegovina, Kosovo, Montenegro, Northern Macedonia and Serbia are now valid for an unlimited period.
