State police come out with official announcement of security measures ahead of the “final Conference League” in Tirana

In a statement to the media, sir. State Police General Director Albert Dervisaj has stressed that police forces have received all necessary training.

Dervisaj has suggested that there will be high security controls at all border checkpoints, but also in the city of Tirana.

As it adds that if there are violations by Albanian citizens, but even foreign citizens will have no tolerance and fines will be imposed for all.

State Police Directorate General structures are at the conclusion of security measures planning for the development of the U final EFA Conference League, between the teams of Rome/Italia and Feeninoord/Holland, which will take place in Tirana on May 25, 2022, at 9:00, at “Aer Albany Stadium. ”

In this context, State Police are in the final phase of planning measures for the management of this international sports match as the newest European sports competition for clubs. In assessing its legal obligations, but also exploiting the positive experience of planning, organising and managing the status of order and public security during the development of international football matches, based on our legislation, as well as on the conditions and infrastructure it offers “Ayr Albany Stadium”, police have taken measures for this match, but also for all activities that will take place in our country, starting with the Points of Kal Border, in the streets of teams, their sports, or even for ensuring public order of other citizens in Tirana who do not have this sporting activity.

Parasely, several trainings of state police directors have been held by February, with U representatives The EFA, with the Albanian Football Federation, the Interior Ministry and other actors with obligations to provide an integrated approach to security and services in the sports environment where this football match will take place, several meetings have been held, the history of the fans' fans have been studied, and the professional level of police management, service management strategy, the behavioral strategy of fans and the way of interaction with them has been sought.

In assessing security measures for preparing this final, as well as in fulfilling the obligations stemming from the Council of Europe directives, for the direct and quick exchange of information between the police facilities with those of other countries, with the Order of the General Director of State Police, in April 2022, at the General Directorate of State Police, national points for exchange for international soccer matches (NFIP), which from the first day of its creation is in communication and ongoing exchange of information with the non-Iatin and also the other European countries, and the best practice models of the international football match.

From current information it turns out there will be a significant participation of sports lovers who will support their football teams for this final, from Italy and the Netherlands, who will visit Tirana or even other cities of our country.

These sportsmen will travel to the international airport “Mother Teresa”, Rinas, but even at the airports in Podgorica and Pristina, with regular and chartered airlines from the launch airports, some will travel by ferry from Bari to the port of Durres, and then their journey will be done by transport to Tirana on land roads. Part of these fans have booked hotels in Durres and are expected to stay there from 24 May to 25 May 2022 to move by bus from Durres to Tirana.

Special measures are envisioned by State Police, to be present for the prosperity of the activities which Tirana City Hall will hold, for hosting sportsmen of two teams in two “Fen Zones”, at promenade “Toptan”, for the sports lovers of the Fegenoor team, and in the Amphitheater area on the hills of Tirana's Artifical Lake, for the Roman team's lovers, but also in the religious activity that will be organised at the <x> Skender Beta”

Feenooror's soccer team's movement of sports will become grouped on foot by “Fanzone” to pedonal “Toptan”, along the avenue “Dirmies of the Nation “, on the “Gjergy Philip”, while that of the Roman football team's sportsmen towards the stadium will be grouped into the leg by “zone” to Amphitheater at the hills of the Artificial Lake, square <x10=1515111; “

The measures planned by State Police, for this important activity, consist on several plans, as in:

) Escorting Rome's football teams and Feeniord from the airport in Rinas to the hotel, the stadium and the return to Rinas;

) Escort of the upper personalityes of UEFA and other state personalities from the Rinas airport to the hotel and returning to Rinas;

) Escort of sports vehicles of both football teams from Rinas and Durres to Tirana and return;

) guaranteeing public order in two “Fan Zones” where a large part of the two teams' sportsmen will remain, during their movement from “Fen Zone” to the stadium and exit at the end of the match;

) Organizing sports checkpoints before entrance to the stadium, on “Dervis Himma”, “Kuk Duagjini”, “Gjrgjit Filipi”, “pa John Pauli II” and at the columns in “tala<x> Square;

Support the students during control of sports lovers before entering the stadium;

Organising services to ensure public order before, during and after the end of the football match not only near the stadium, but also control of territory throughout the city of Tirana;

Secure emergency service crossings;

Road traffic management in the city of Tirana, money, long and after the football match, etc.

In order to ensure a safer environment for sportsmen and both football teams, as well as ensure their movement, State Police, in co-operation with Tirana's City Hall, will take measures to limit vehicle movement to several street axes, starting from stadium to “Square. Skenderbej”, east to Elbasan Street and west to “Sami Frasher”

To facilitate vehicle circulation during May 24th and May 25th 2022, in the city of Tirana, the State Police appeal and require understanding and co-operation of all citizens in order to reduce the maximum use and circulation of vehicles during these two days.

Given the fact that the sportsmen of the two teams, to enter the stadium, will follow the route specified above, with the aim of avoiding confusion at the checkpoints organised by the State Police, as well as at the entrances of the stadium, calling on all other citizens who have a ticket to this match, to move to the path “pa John Paul IIx1> and to <2Dervis Himaux3>, to be led to the stadium. While other citizens who do not have a ticket to the stadium do not frequent this area.

It is a chance to remember Albanian and foreign citizens that based on the Republic of Albania's Criminal Code violent acts in sports events, such as entering the playing field, during sports activity development, by unauthorised persons, constitutes criminal offenses and fines between 50,000 and 100,000 dollars. When this work has prevented normal sports activity from developing, it is fined or imprisoned for up to three months. Throwing strong items into the playing field or on the mass of people, holding or using pyrotechnics, fireworks, flares, during the development of sports activity, is sentenced to imprisonment of between six months and three years.

Albanian criminal legislation considers a criminal offence or any other act of sports violence, coach, referee, sports mediator, due to sports activity -- from persons outside the event -- a criminal offense that is sentenced to imprisonment from one to three years. The same work, when done in sports, more than once or by directors or members of sports clubs, is sentenced to imprisonment from one to five years.

State Police structures are assessing and processing the latest information on this important sports activity, and in the coming days we will communicate other details from the Mass Plan, such as the number of police employees to be activated, the way of managing fans and communication with them, as well as any other information that will be necessary to Tirana citizens and friends from the Netherlands and Italy who come to support their teams.

State police call for understanding of Tirana's city community and automotive leaders to avoid the area where sports activity is held, using access and other direction of movement, as it would be regarded as a very valuable aid in maintaining and ensuring security measures.
