It's about the chief procurement of the Ministry of Infrastructure, Nexhat Krasniqi, his Homie, businessman Valon Ademi and the ministry official who made the tender assessment, Shefqet Emerlah. The three were seen at a table not far from last night ( Wednesday), about 9:00 in a cafe in downtown Pristina.

Doubts of favouring businessman Ademi raise even more when it is known that the tender for maintaining two highways is currently in the complaining phase, as the ministry day before announced the winners and some companies disagreed with that decision.
The tender has been divided into four tear (part), and tear 2 has won the company “2A Group”, worth 3.4m euros, with validity for three years. The ministry's commission for the assessment of 18 bids, as much as this institution has accepted, has been composed of three people.
Periscope has learned that the chairman of the evaluation commission in the two highways' maintenance tender has been official Shefqet Emerlah, who is being seen at the cafe together with the businessman who released the winning tender and the procurement chief as well.

But it did not close everything with this tender, even though Adam was proclaimed the winner of a part of it on April 22nd of this year.
Immediately after the winner's proclamation, respecting the legal deadline, some companies have complained to the ministry, applying for review. This was after companies disagreed with the ministry's decision to declare winners in no tears, and some also disagreed with the ministry's reasoning when it declared them irresponsible at certain points.
After the complaint, the ministry has suspended the tender and started with reviewing complaints. But, as it does Reporting Periscope, the ministry's procurement has violated the law, failing to respond to companies in the deadline in their quest for reconsideration. He hasn't even returned them yet.
Not rarely, the ministry after reviewing complaints has cancelled its first decision on contract recommendation, giving rights to complaining companies.
The current situation is that the tender has remained suspended, the ministry still has been considering the company's complaints, while the chief of procurement, the chairman of the assessment commission and businessman Ademi are being seen in coffee from time to hour. /Mentor Buzhala - PERISCOP/
