The European Union has again called on political leaders in Kosovo and Serbia to refrain from stimulating rhetoric and to have European “behaviour” to help reduce tensions. European Union spokesman Peter Stano has made these statements after journalists' questions about Serbian President Aleksandar Vuciq's statements, who has named Kosovo Prime Minister Albin Kurti, “terrorist mud”, and has warned that Serbia will not participate in the summit organised on December 6th in Tirana between the EU and Western Balkan countries, which are not part of the European bloc.

European Commission spokesman Eric Mamer has said that the Tirana Summit has special significance, especially in the context of the global situation, and the EU expects all leaders to participate in it.

Of course, this is a very important summit, and we expect all leaders of the Western Balkan region to be present, as will the leaders of European Union member states”.

Stano said it's important to consider the situation and be calm.

“The security situation on the ground is fragile and must be worked on returning Serbs to Kosovo institutions. The Tirana summit is of particular importance, given geopolitical circumstances”, he has said.

Vuciqi's statements for Kurti were made following the Kosovo government's decision to appoint Nenad Rashiqi to the position of Minister for Communities and Kthim.

Serbia has considered this decision a violation and has said Rassic does not represent Kosovo Serbs.

Journalists have asked Stano if Vuciqi's statements constitute European “behaviour”.

“We as the community of 27 countries expect all partners to behave in a European manner, which includes both Serbia and Kosovo. This means content from stimulating statements”, Stano has said.

Referring to Rashiki's appointment, Stano has said that “according to preliminary assessments, his appointment has not been in line with constitution”.

It is very important that all the ministers' appointments are in line with the Kosovo Constitution. We call on authorities in Kosovo to ensure respect for the constitution. According to our preliminary reading, this appointment is not in line with the Kosovo Constitution”.

The position in which Rassic was appointed was held by early November by Goran Rakic, who has resigned because of the Kosovo government's decision to reregister Serbian illegal plates in northern Kosovo.

For the same reason, resignations from Kosovo institutions have given other Serbian officials from the north.

In recent years Rassic has acted as a Serb opposition politician in Kosovo.

Prior to the formation of the Serbian List in 2013, he was an MP for the Kosovo Parliament and part of the Government.

In 2020, Kosovo Prime Minister Albin Kurti had named Rashiqi as director of the Office for Communities, but he resigned after the Special Prosecutor's act was filed against him.

Meanwhile, the Constitutional Court in Pristina has freed it from the indictment for “the misuse of official position and authority”.
