KKP: Zv. Minister Sa God's charges are groundless and deplore deep professional anonymity

But, the KKP has all claims submitted by Deputy Justice Minister has described as groundless that “represents deep professional ignorance with the only tendency to denigle and crack down on the independent constitutional institution, the Kosovo Prosecutorial Council”.
Also, the KPK's reaction reportedly does not provide “the claim that prosecutors select legal medicine experts because the same is appointed by the Law Medicine Institute”.

Today's conference, organised by the Ministry of Justice, is in the wake of efforts to denigrate the independent constitutional institution, in this case the Kosovo Prosecutorial Council (KPK).
Kosovo's Prosecutorial Council announces public opinion that it has never paid forensic experts' fees illegally, as it has been said today at a news conference by Deputy Justice Minister Blerim Saqah.
In order to clarify public opinion, the Prosecutorial Council is seeking from the executive bodies -- namely, the Ministry of Justice -- not to establish its legislative obligations not to blame the KKP.
The Law on Legal Medicine, of 2016, sponsored by the Ministry of Justice, appeared at Article 13, paragraph 1, as follows: “Institute officials, who directly or indirectly participate in forensic examinations because of the nature of work, have an additional right to personal income in accordance with legislation to be given at”.
Also in Article 19, paragraph 2 of this law, it points out that “to the release of sublegal acts under paragraph 1 of this article applies to the sublaw acts that are in place if they are not in conflict with the provisions of this law”.
For the sake of accurate and fair announcement of public opinion regarding the payment of forensic experts, we announce that the Government of Kosovo's Administrator Guide is implemented. 07/2013 for compensation of overtime work and participation in court hearings of forensic experts, where the Judiciary and State Prosecutors are charged in Article 5 to make all payments to legal medical experts on the basis of prescribed fees, which are executed by the Ministry of Finance.
Although the conference stressed that the” into force of this Law had abolished all sublaw acts that were based on the preliminary Law”, this conclusion does not stand and this exposé of basic, legal and professional non-recognitions of Deputy Minister of Justice, disinforming media and opinion, because in Law No. 05L-060 for 2016 Legal Medicine, no provision is abolished.
After no. 07/2013 for compensation of overtime work and participation in court hearings of forensic experts has not been abolished or met-up with the same, competence that entirely belongs to the Government of the Republic of Kosovo, The KKP has been legally obliged to implement payments with sublaw acts in force, with the aim of continuing to fulfil the constitutional and legal mandate of the State Prosecutor.
For your attention, the Kosovo Prosecutorial Council has asked the Ministry of Justice to review the Kosovo Government's administrative directive, which regulates expert compensation (combined find KPK's request to the Ministry of Justice).
Also, it is not the claim that prosecutors select legal medical experts, because the same is appointed to the Law Medicine Institute, which is within the Ministry of Justice (combined find the form of decision on forensic expertise).
Therefore, all claims submitted by the deputy minister of justice to the Prosecutorial Council are groundless and broadcast deep professional non-recognition with the only tendency to denigrate and crack down on the independent constitutional institution, the Kosovo Prosecutorial Council.
