The facts provided by the newspaper Infoku testify to the flagrant legal violation that has been made in this process with full knowledge of Minister Lieburn Aliu, his cabinet and deputy minister, Hysen Durmishi.
By exactly 25.05.2021, the Legal Office of the Ministry of Infrastructure has been addressed through an official letter to the director of the economic operator, “Auto Control Kosova St. P. K”, Sedat Troshupa, has reported on the process of offering service service “
In this response, the Legal Office has announced the economic operator and, at the same time, Minister Lieburn Aliu, deputy minister, Hysen Durmishi, the minister's cabinet and the Automotive Department that this process had been cancelled at the decision of the ministry's secretary general, dated 04.10.2019. The decision holds protocol number no. 01.1756.
The document explains further details that the legal office had responded to the company's director “auto Control Kosova St. P. K”, having previously had meetings and requests from Minister Ali himself.
The decision clearly states that all actions stemming from the assessment of the ticket's offerings that the technical regulation of motor vehicles, as well as the upper decision, have been imposed on the automotive department to implement this decision, and all of this has ended with decision.
In this case, the Ministry of Infrastructure to contract a company for this service would have to start procurement procedures from the beginning, by making public announcements and selecting the economic operator according to criteria as required by public procurement procedures.
Such a thing is sanctioned by law even because of the currency of documents in the tender file. So for any tender procedure, documents that have certain variations are required. Consequently, it cannot be continued with a process that has developed about three years ago and has been cancelled with an all-powerful decision.

Pushing citizens with additional vehicle registration fees has sparked numerous reactions from politicians and civil society.
Former Prime Minister Ramush Haradinaj has even appealed to citizens to come out in protest against the payment of the contagious ticket worth about 5 euros.
The first to have reacted in terms of the Infrastructure Ministry's decision has been former associate in Liburn Aliut, Dardan Sejdiu. He irony by saying that “I'm going to counterpart, you came in the government ticket on fire”
The day before, he reported that as deputy minister, Hysen Durmish, he tried to reason on this tax, saying it is also a contribution to Green Carton membership.
Durmish has warned that this ticket leads to tax release of 30 euros currently paying car owners at the insurance company for coverage of damages caused by unregistered vehicles. Except such a thing, as he said, cannot be done until the number of registered vehicles drops to 5%.
