The law, which will now go to the Spanish parliament for approval, is the tip of the spear in this state's efforts to criminalise violence and sexual harassment and in increasing penalties for aggressors.
For the rape charge, under current law, someone should have committed physical violence or execution, Periscope reports.
Sexual harassment and wiretapping, only to be treated as an offense, will now become a crime under the new law.
The passage of this draft law comes only years after a case that shocked Spain, when an 18-year-old woman was violated in a group by five men at a bull festival in Pamplonia.
Since then, activists and protesters have called for the state to make stronger laws to protect victims of sexual violence. /Periscope
