He has declared it a civic duty to denounce such behaviour by power, but has implied he does not expect such a thing to happen by VV militants.

For those who blindly try to justify the clientlist, nepotist, favourite of the new regime by calling that the old regime has done such actions for 20 years, they need to know that they are justifying actions that are at the expense of the state, institutions, society, the country in general.
Nepotist actions, clientists, favourites:
They are injustice to citizens who should have equal opportunities
They're corrupt actions.
They're provincial, primitive tribal mentality
They oppose political and democratic emancipation
They compensate and corrupt institutions
Unable to functioning institutions
Efficient and effective policy cannot afford
Defunction state and institutions
They Catch the State
Abuse and violate state, law, procedures, and institutions
Can't afford proper resource management
etc.

As a citizen, not a militant, I will report such actions, wherever I see them, no matter who does them, Ishmael Qemajl, Hasan Pristina, Naim Frasher, Hashim Thaci, Ibrahim Rugova, Albin Kurti, natives and non-members, or anyone else. It's a civic duty.
State and citizens don't owe anyone to allow and abuse the state, institutions, citizens, and the country in general.
