Mustafa- Kurti: Washington's deal is not a private Avdullah Hoti deal

Former LDK chairman Isa Mustafa has talked about the American Department of Energy's Management Report, which yesterday the US Embassy has handed over to the government “Kurti”.

The report proposes the formation of a commission or committee for the Iber River that would help negotiate between the parties (Kosovo and Serbia) about the possibilities for managing water resources.

Mustafa, who was president of the party governing the country and signed this agreement, has indicated if after this report the Government “Kurti” should implement the September 4th agreement, following President Joe Biden's calls, that all agreements in the Western Balkans should be implemented in contrast to the US will impose sanctions.

The former LDK chairman said Kosovo Parliament deputies should not fear the Vetevendosje Movement to declare about Washington's agreement and the feasibility report, since, as they would, their statements could help Vetevendosje behave as a ruling party rather than as the opposition of the state of Kosovo.

Weiman is an artificial lake built on the bed of the Iber River in northern Kosovo.

The U.S. Department report on this lake has issued four recommendations to improve the safety of the water supply system from Lake Weyman:

Water infrastructure upgrade. Implementation of the World Bank recommendations for repair, maintenance and update of the Iber-Lepenci Canal, including Mihalich's reservoir, to boost the safety of the water supply system and water safety in the region.

Implementation of the Supervision Control System and implementation of (SCADA) data in the Wyman hydropower plant to increase the power plant's revenues and further support load balance. Using SCDA systems, improve the water and electricity infrastructure in the Wyman system. Connection of provided data and controls with the KO power management system STT, opportunities for COSTT to balance the load and manage regional electricity prices will be provided.

For the Gazivoda/Wyman hydropower plant, projections for energy requirements would raise revenues, planning water energy operations when prices are high. Operating agreements are necessary. SCADA data can also be used to inform energy system models planning and to help identify the necessary investments in infrastructure needed to provide more economic operational services, including increased flexibility needed to integrate renewable energy.

The implementation of a river commission and the assessment of river services. Forming a Iber River commission that would support regional operations and co-ordinate river operations. A river commission would support discussions between the parties on the possibility of water resources management, including the party's holding of shares to directly influence water supply and river services for both sides.

For this, the US has said it has revised nine cross-border river agreements in Europe. According to the US, none of these European agreements covers the regional challenges of the Iber River. It has proposed a technical co-ordination as it does on the Columbia River, under the Treaty between the United States and Canada

Improve the predictability of water supply. The Weyman system appears to play a role similar to the Grand Coulet Dam in the Columbia River in the northwest Pacific in the United States as far as its contribution to the water supply system during seasons, and water energy and also for flood control services all based on a combination of seasonal and short-term flow projections, all based on a combination of seasonal and short-term flows.

We propose that Serbia and Kosovo explore the value of seasonal flows and flow of projections, which are products of the European Commission's available projections in the Balkan region, to improve the planning of operations in the Uyman system. The impact of climate change on water supply should also be taken into consideration, in conjunction with its impact on water demand and the demand for electricity compounded with the impact of socioeconomic development and transition of the energy sector.
