Joe Biden Order, Citaku shows why Martti Ahtisaari's agreement is not included

Former ambassador of the Republic of Kosovo to Washington Vlora Citaku has commented on American President Joe Biden's executive order to ban the entry of officials who do not respect the agreements or threaten security, saying this order exists in 2001 and President Biden has only renewed it. Citaku, in a post on the social Facebook network, writes that according to her reason President Ahtisaari's agreement has not been added, is that such a statement would be impossible for all Serbian officials to enter the US.
The order, issued on June 8th by the White House, mentions the former Yugoslav Republic and Albania.

Something about President Biden's executive order.
That order has been in force since 2001 (has already been announced) so the order as such was signed by former President Bush.
President Biden has only renewed it, adding to the Prespa deal and including Albania (while the order to address the Western Balkans, the 2001 one does not mention Albania in an experimental manner)
The reason President Ahtisaari's agreement (my interpretation) has not been added is that such a statement would be impossible for all Serbian officials to enter the US.
