About two hours are claimed to have delayed the ambulance called for the self-accident that took place on June 4th of this year in the village of Gadime in Lipjan, where a 12-year-old could not afford his wounds. So at least they've told the media the witnesses to the accident.

And the report has also been announced to the Main Family Medicine Centre in Lipjan and the Health Directorate in this municipality.
The director of this centre, Agim Krasniqi, has told Express that the ambulance was launched at the moment it was announced by Kosovo Police at 15:03.
While Krasniqi has indicated that I can understand that in these serious cases, the 1 minute delay for citizens seems like a year.
We started the ambulance after the police call somewhere at 15:03 minutes and immediately it was deported, moved to the scene and transferred to QKUK. The patient's response to the ambulance bed has also been made to help as soon as possible”, he stated.
Even the health director in this municipality, Merita Bytyqi has declared for Express that the ambulance was launched after the police call and arrived at the scene five minutes after the police.
However, she has said they are in the process of investigating all of this and will see whether there are violations or irregularities in the entire process, after even receiving relevant information from police.
“Autobulance was launched immediately after the call from the police and arrived at the scene immediately after the police around 5 minutes after the police. The call for the crash came at about 3: 00 p.m. The team has managed to reanimate and take the patient alive to QKUK”, she has declared.
This is not the first case, however, when reports of delayed ambulances in cases where citizens are in danger for life, much more so when public health institutions are available to about 1.8 million people, only about 100 ambulances are available.
Although they have yet to accept complaints about the fatalist self-accused in Lipjan, deputy in charge of chief health inspector Shaban Osmanaj, has indicated to Express that they have accepted a complaint by a Malisheva municipality citizen about the delay in the event of his family's deteriorating health situation.
He has stressed that the complaint is in treatment by the Inspectorate, and that the random inspectors are on file the report, and depending on the findings, further actions will be undertaken.
“Linked to the self-accident of June 4, 2021, where a child has lost his life, we as inspectors have not had information, complaint, or request for case investigation in question. We inform you that we had a complaint of a citizen from the Malisheva municipality, where he complained about the delay of the ambulance, since his family had been sick”, he stated.
A lot of accidents, a little ambulance
While the number of accidents being caused in the country continues to be high, public health institutions even this year have limited ambulances.
QKMF Director in Lipjan Agim Krasniqi has also indicated they need an ambulance and a dialysis vehicle.
Meanwhile, QKMF director in Ferizaj, Nadire Ymer has told Express that they are supplied with 6 ambulances, but if they have one more, it would be much better.
Although, it has indicated that no one has asked them for information about their needs as regards ambulances.
While small numbers of ambulances also have regional hospitals, which, in the absence of certain health services, are forced to transfer patients to the University Clinical Centre in Kosovo.
From Kosovo's Clinical and University Hospital Service have revealed to Express that the QKUK has 12 ambulances, Pec Hospital has 8, Prizren Hospital 4, the Burakova Hospital 4, Vushtrria Hospital 2, Mitrovica Hospital 4, Gjilan Hospital 4 and Ferizaj 2.
The Information Officer at Prizren Hospital, Chiefjet Berisha, has also indicated that they are supplied with 4 ambulances, which are available 24 hours for carrying patients.
And the Pec Hospital has told the newspaper that they are supplied with 8 ambulances that are in regular condition and are monitored by GPS.
Until other health institutions are supplied enough with ambulances, the issue of their absence, and their delays in numerous cases, it is not being raised to the Parliamentary Commission for Health.
The member of this commission from the PDK ranks, Bekim Haxhiu, has told Express that they have accepted complaints about delayed ambulances, but that according to him, discussing such issues is dependent on majority.
The chairman of the commission made the agenda, they have the votes and whatever we're proposing by the vote they're beating. We've got some complaints about the ambulance. We've been looking, but it's not in the order of the day. We're depending on the chief and majority regarding the agenda”, he added.
Who is the guilty?
As the number of accidents continues to be high, many of the accidents are ending fatalally, safety recognitions estimate that telephone use while driving, driving under the influence of alcohol, and not knowing citizens are a major cause of traffic accidents
Security Affairs Director Fadil Cajtazi has told Express that citizens do not have enough awareness during driving and are not educated on how to behave in traffic.
He has indicated, however, that telephone use during driving and driving under the influence of alcohol is the leading cause of traffic accidents.
We don't have enough awareness of citizens. We miss a culture of behavior, a driving education. Citizens are not conscious enough, since signs of communication also harm them. While telephone communication while driving and driving under the influence of alcohol are the main cause of accidents”, he said.
Cateazi has stated that even frequent police raids are not functioning in reducing the number of traffic accidents.
Meanwhile, he has also raised the issue of driving patents.
