Oscar's ceremony was downsized this year, which means that the participants were almost exclusively the nominated and host, and all were completely distanced and vaccinated. But you may have noticed that most celebrities don't have masks. In this regard there has been an agreement:
The masks are not required. At least not on camera.
Instead of being treated as a~ event, Oscars are being treated as a TV / film production which means that masks are not required for people who are live on camera. However, the moment someone is outside the camera, he is technically supposed to put his mask back on.

Regina King well explained it during the opening talk:

Before the show, there were mandatory temperature tests, and participants were required to receive at least three 3 COVIDD-19 tests before the ceremony. So yes, security was a great priority!
