News: Libun Aliu, with arbitrary methods in procurement, also illegally cancels a tender

Like the preliminary leaders, even the new MMPHI minister, Libburn Aliu has decided to become part of the violation of the law, regarding the tender “Signaling and maintaining equipment on the national and regional roads of Kosovo Ior2 and tears 3”, writes news.net.

MMPHI has canceled the entire tender procedure today, arguing there was no responsible offer. This decision conflicts with the Public Procure Law on the basis of which public institutions proceed when binding contracts. That's because there was an active complaint in the Procuring Organization before. The spread involving this procedure, which was not reviewed by the OSHP Board. This forced the ministry not to take any steps for this procurement activity until the board issues a decision on the accepted complaint.

A month ago, the ministry had announced the winners for these two parts of the tender company “RSM” Through a request for review, several companies had immediately complained to the ministry, claiming that the law had been violated when that decision was issued to recommend the contract. The municipality had dismissed complaints, while then the consortium of companies “Dore art”, “Beni Com”, “Linking Markings” had complained in O The EPS, considering that the company recommended for the contract was irresponsible, and much more expensive than their offer, and that claims they were irresponsible were not. This complaint, absent the O Board The EP hasn't been examined yet.

But, the ministry decided to issue arbitrary decisions, by cancelling the tender procedure. He made that decision by reevaluating the tender for these two parts. It was found there is no responsible offer. While, the LPP obliged the ministry to wait for the OSHP's decision.

These two parts of the tender, covering about 700km of national and regional roads in Kosovo, have been on hold since 2017, while other parts were signed in 2018.

News.nets related to the ministry's proceedings on these two parts have reported on a continuous basis, even days ago it was reported that all previous contracts have expired, while the roads covering these two parts have remained without maintenance.

It is learned that the ministry has made that decision, to proceed with new tenders, for all regional routes.
