He is President Vladimir Putin's biggest critic.
Moscow has denied involvement in the poisoning of Navajo and has rejected the outcome drawn by Western arms experts.
During a conference with journalists, Americans said the measures were co-ordinating with the European Union, which is expected to announce similar steps.
