19 people claiming to be victims of Thaci with friends: Consider what 6 Albanians say

In the report that the head of the Office for Victims Attendance, Silke Studzinsky, has handed over to Judge Nicolas Guillou on January 15th, only five submitted persons reportedly claimed to have been victims of any crime involved in the indictment filed by the Separated Prosecutor's Office. They are all Serbian nationals. The rest of those submitted as victims, including six Albanians, have failed to testify to this office that the site and the time of the event in which they claim to be victims are linked to any crime described in the indictment.
“Only victims 0106, 02/06, 03/06/06, 04/06 and 05/06/06 claim they have suffered damage as a result of a specific crime alleged in Aktakuza. The remaining forgers have not confirmed that the site and time of events specified in their applications correspond to a alleged crime in the confirmed indictment. Therefore, those applications should be either rejected or requested further information from those”, the ZPV report says.
This office stresses that it is sufficient to identify “any events that could constitute a alleged crime at the Confirmed Actakuza that took place between March 1998 and September 1999 on the territory of Kosovo and northern Albania with the support or authorization of KLA members”.
The six Albanians who were submitted as victims have filed various cases claiming to have been victims of former KLA leaders Hashim Thaci, Kadri Veselini, Jakup Krasniqi and Rexhep Selimi. One was presented as the victim of a murder in 1997, three others were submitted for the detention, arrest and disappearance of the husband/father, and two others for the murder of the brother.
The five Serbs, who the Office for Victims Taking, says the cases they have mentioned are included in the indictment, have claimed to have been victims of kidnapping, torture, unlawful detention and cruel treatment.
Four other Serbs have claimed to have been victims of former KLA leaders in cases of kidnapping, torture, illegal detention, cruel treatment and extinction. Among them, one Serbian woman has claimed that former KLA leaders are responsible for the disappearance of her husband, while another has been submitted for her father's murder.
The applications of some who have not shown their nationality have also been submitted in the report. Three of these were submitted for the murder of one of their family members, who say he was identified by UNMIK.
The ZPV has announced Judge Nicolas Guillou's request of documents by persons submitted as victims.
“ZPV requested information / additional documentation from victims-01/06/ to
0506, Victims-08/06, Victims-12/06, Victims-1406, Victims-106 to 18/06 and Victims19 / 06. Victims-0106 to 0506 and victims-106 to 18/06 were contacted through them by lawyers, who helped them with the requests, while other applicants were directly contacted”, said in the parliament.
This office stresses that ensuring the safety of the victims is extremely important for a successful process of participating victims before the Special Court.
“Victims will apply and participate in the procedure only if they feel secure in such action. Concerns about a dangerous climate of intimidation of witnesses and victims in Kosovo and the fact that Kosovo is a small country where people and close communities live and the accused have great influence, ties, resources and support structures affect all victims applying for participation. The application for participation in the procedure as a victim poses not only the risk of stigmatisation but also of revenge and violence by other members of the community, especially for those applying to Kosovo and applicants who still have families in Kosovo”, the report said.
On November 4th, former spokeswoman KLA, Jakup Krasniqi was arrested and sent to special custody. To the same destination, on a military plane, former war associates Hashim Thaci, Kadri Veselini and Rexhep Selimi left the following day.
The arrests came after a Special Court preliminary procedure judge had confirmed charges against the four former KLA political and military leaders. They are accused of war crimes and crimes against humanity. The incident holds Thaci, Veselin, Krasniqi and Selimi responsible for a series of crimes allegedly committed at several detention centres during 1998-1999. The specialised prosecutor's office also accuses them of having been or should have been aware of such crimes.
