The whole problem turns out to be the lack of gas labs and companies that make the certificates of gas bombs and which in Kosovo are nearly half a century old.

The chief of the Inspectorate within the Ministry of Economy and Environment and expert on emergency circumstances tell Kosovo how the issue of monitoring gas can be regulated.

And the chairman of the Oil Association, Fadil Berjan, tells Kosovo that some companies must be authorised to calibrate the canisters so that security is more high.

I appeal to our institutions as soon as the companies are authorized, calibrated, certified, no bomb is uncensed, which means it's in its body which is certified and it's allowed to be filled with gas or sell gas. That doesn't exist in us. Therefore, we appeal that these things be by European Union standards as soon as possible, Berjan said.

According to him, the lack of licensing of companies that make the certificate of gas canisters has led no one to take responsibility in the case of their explosions.

“Oils are licensed for the sale of gas, very normal, with EU standards should be licensed in the most professional way. And when your citizen comes in, it becomes a bomb but the bomb is not certified, it's not calibrated, and that's the problem. Because if a bomb is certified and calibrated, that company that has certified it is responsible, and thus no one is responsible for it, he said.

And the chairman of the Inspectorate under the Ministry of Economy and Environment, Hysni Komoni, has announced about Kosovo Preis that next week they will come up with inspection reports.

In Ferizaj's case, I can't give evidence because it's the investigator working. From Monday we're going out with an investigation report and we're going to tell you why it's here, how it's coming to the explosion... It's our duty. But the investigator does his job, I don't want to interfere with the detective's business anymore. But, as for technical causes next week, we're going out with an inspection report, which won't be good, for all those who want to see”, he said.

The community announced that, together with the relevant ministries of economy and environment and the Ministry of Commerce, they will launch an informational campaign in the way of awareness of citizens concerning the issue. He acknowledges that in Kosovo there are canons that are in use and are about 40 years old.

“We have candy that is 30-40 years old, they don't do it anymore. There are regulations, there are laws, everything is regulated”, he added.

Unless concrete measures are taken to monitor gas exploitation, similar explosions in the future warns Executive Director of the Security Policy Research Centre (SPRC), Tahir Ahmeti.

According to him, thorough investigation of cases is needed so that the cause can be known precisely. As he points out there are three parameters that can lead to the bomb explosion.

Ahmeti appeals that all operators who fail to meet the above-mentioned conditions are prohibited from using gas balloons until the end of the day, meeting the necessary standards.

Those countries or local ones that do not meet these criteria must be prohibited from using them (gas cells) until they meet these conditions because it is a pity that has happened and in the future we may have an even greater tragedy with loss of people's lives, he said.

While the Ministry of Economy and Environment, in a response to Kosova Press, says the quality of gas is being inspected by the Ministry of Trade and Industry, while the search of bombolls is done by the authorised Corps for testing and filling GLN's canisters or technical gases.

“Importor or authorised representative is responsible for putting equipment under pressure to meet basic security conditions. Importer or authorized representative is obliged to present the certificate of conformity and monitoring documentation of the device under pressure. All 130 inspections of the equipment under pressure have been made over a year. Inspections are made on regular periodic grounds, with demand, and in case of accidents. The Ministry of Economics and Environment has 1 inspector for pressure equipment, which makes administrative oversight of the law enforcement under pressure and legal acts stemming from this law”, said MEA's response.

In the Law on Devices under Pressure 06/L-031, Article 10 stipulates that “The user of equipment and pressure installations is fully responsible for secure work using equipment and installations under pressure, as well as for conducting their search and review”.

The bomb explosion that occurred during Tuesday at a local in Ferizaj hurt over 40 people. While such explosions in the country have occurred during the past year, it has left dozens injured.
