According to him, at Monday's meeting for the first time it has also been discussed on the comprehensive, legally binding agreement, the issues of non-party communities, and joint financial and property claims.

Lajcak, among other things, has mentioned that the talks have not been easy, but that progress has been recorded in them, broadcast the REL.
Kosovo Prime Minister Avdullah Hoti and Serbia's president, Aleksandar Vuciq, have confirmed on Monday in Brussels that they have approached their positions on the issue of displaced and missing, as well as economic co-operation.
After talks held between the two European Union-brokered delegations, leaders have said that within this dialogue, two topics have been opened -- municipal association and the issue of resolving bilateral financial and property requirements.
Prime Minister Hoti said he has only participated in obtaining a final agreement in Brussels, which according to him should include mutual recognition.
“We are in Brussels only on this issue, to show our constructiveness as a government, as a state that we are willing to move forward towards the full normalisation of relations between the two countries”, Hoti has said.

Serbia's president, Aleksandar Vuciq, said that difficult issues are now being addressed under dialogue, and the parties had different views. That, according to him, makes the talks more complicated and difficult.
“Anyway, I am not disappointed with today's” meeting, he stated.
Vuciq said that at Monday's meeting, the Serbian side opened the issue of Association of Serb majority municipalities and that the topic will be discussed even in the new round of talks.
The Serbian president stated that on the topic of “internally displaced persons and missing persons” were discussed the possibility of inspection of all archives in order to investigate the whereabouts of the 1,000 Albanians and about 530 Serbs, who are considered missing.
“We have agreed to a mechanism for determining the records of displaced persons and missing persons and accessing all archives. Pristina will pass a law on the return of displaced persons, which is an important step, although we remain reserved for results in practice”, Serbia's president has warned.
Vuciq said that once the new Serbian government is formed, he will present Kosovo's theme to the assembly.
“Once a new government is formed and the assembly begins to work at full capacity, we will present before the Assembly the theme of Kosovo. We had him in parliament 5-6 months ago, but we want all those who participate in the talks to present to the assembly what is being discussed”, Vuciq said among others.
Kosovo-Serbia talks will continue at the expert level next week, until at the level of leaders later this month, 28 September respectively.
