Less than two months since the formation of Kosovo's new government, Prime Minister Hoti has already reached the first criticism by ruling coalition partners, the Alliance for the Future of Kosovo and the Social Democrat Initiative.

Both coalition partners have disagreed with Prime Minister Hoti about the way the political dialogue with Serbia has resumed.

MPs from the Alliance for the Future of Kosovo -- a party that is part of the ruling coalition -- say their party supports dialogue, but stress that dialogue in Brussels has never produced anything good for Kosovo without the presence of the United States of America.

MP Time Kadrijaj told Radio Free Europe, that Kosovo cannot slip into technical dialogue because technical dialogue favours Serbia. She stresses that Prime Minister Hoti can no longer make decisions without consulting coalition partners.

“We are coalition partners and for each action we should consult. Nothing can happen if we have no prior consultation. You have seen that Mr. Haradinaj has also opposed, and in the coming days, Hoti is clear that he can no longer continue this policy of dialogue without consultations with coalition partners, engagement and opposition”, Kadrijaj said.

The disagreement we left behind last week has been due to Name of Skender Hysen As Kosovo state co-ordinator for dialogue with Serbia by Prime Minister Hoti.

Bilall Sheriff, the party's secretary general of the Social Democrat Initiative of Kosovo, told Radio Free Europe, that party disagreements currently with Prime Minister Hoti are only about how dialogue has started with Serbia.

“Nisma expresses concern that if it starts discussing particular topics, the process can extend indefinitely and can slide towards a technical dialogue we have had”, he said.

The sheriff thinks the coalition on other topics has no disagreements, and as he emphasises, things are being done.

But decisions are made by majority in government and issues are moving forward. I don't think there's a big difference in government on other issues”, the Sheriff said.

The prime minister, before the media on Saturday, said the ruling coalition is stable and that, as he put it, their government, institutions and leaders are doing the jobs they belong to.

The government is stable and according to the coalition agreements we are continuing to do our job. The Assembly is doing its job, the presidency is doing its job. Our work is continuing normally and there is no change in the situation and political arrangements”, Hoti said.

Politologist Ramush Tahiri thinks the Hoti government is a government that has a broken coalition.

He says the government's functioning or position depends on the votes of each coalition partner. According to him, when the number of ministries for coalition parties has been divided, compromises have been made, and those compromises are now emerging in expression.

This government seems to have no stability, and this government appears to have entered the evacuation spiral, for that reason as a very important partner is the Alliance for the Future of Kosovo, and if it does not agree with the prime minister, the prime minister has no reason to continue because it does not continue to dispute with coalition partners. The solution is either the new election or the entry of the Democratic Party of Kosovo into the coalition, which would compensate for votes and secure parliamentary majority”, Tahiri said.

Analysts say the current government is seeing powerless to face dialogue with Serbia.

The coalition partners of Hoti Government, The AAK and Social Democrat Initiative have also demanded that the Democratic Party of Kosovo be included in the Hoti Government.

PDK officials have suggested to Hoti that he does not have PDK support for dialogue, unless he is led by the US.

Days earlier, former Prime Minister Ramush Haradinaj, the AAK chairman, has warned that he will cut off support from Prime Minister Hoti, if he continues political dialogue with Serbia in the form he started, while Fatmir Limaj from the Social Democrat Initiative, has said the government needs the EU. PDK.

The head of the Democratic League of Kosovo, Isa Mustafa, said Sunday through a Facebook post that he has talked to State Co-ordinator for dialogue Skender Hyseni about the dialogue process with Serbia.

Mustafa said dialogue is completely political and results in interstate political agreement for mutual recognition.

“I had a telephone conversation with Mr. Skender Hyseni, State Coordinator for Dialogue. I expressed my and LDK support for the course that there is no particular agreement, outside the comprehensive agreement resulting in mutual recognition”, he said.

Mustafa stressed that for this process there should be inter-institutional co-operation and all political acts.

“in this process should be given strong support to Prime Minister Hoti, Government, as well as to all state mechanisms that advance this political dialogue. The responsibility for the dialogue falls on the ruling coalition, while the ownership of dialogue belongs to the constitutional parliamentary majority and no subject apart from”, Mustafa said.
