According to D+, today it is one month from the selection of the Hoti Government, in which 46 deputy ministers have been appointed under 16 ministries.
The deputy minister's number of ministers ranges from one to five, but that number is expected to increase, given that the process is not yet complete. Of the total number of appointed deputy ministers, only 7 are women or 15% and 39 men, or 85%. Furthermore, the Government's decisions on appointing these deputy ministers are not public, as well as their names are not published on the Web site by the relevant ministries”, D+ says.
D+ adds that during the election campaign period, the LDK through its candidate for prime minister has signed the Declaration of Promises for Good Governance drafted by Democracy Plus.
With that statement, the LDK has pledged to restrict the number of deputy ministers to the maximum of two for the minister. This has also been the electoral promise, which we ask of the LDK as the leader of the government to hold up. Restricting the number of deputy ministers, in addition to reducing financial spending at this time of the economic crisis caused by the COVID-19, we believe it will also affect the government's increasing efficiency, eliminating the practice of customer employment, and maintaining the integrity of deputy ministerial position which is being devalated by the appointment of unqualified persons and overpopulation”, the D+ says further.
In this direction, D+ requests:
Let no more than two deputy ministers be appointed to the ministry;
Don't have deputy ministers from the political subject the same as the minister;
No deputy ministers from the same political subject within a ministry;
The deputy ministers have fixed wallets;
Deputy ministers be people with high professional and moral integrity;
To ensure equal gender representation for deputy ministers' positions;
Let all decisions on appointment of deputy ministers be published over time;
To update all ministry sites with names and biographic data for deputy ministers.
