The past Kosovo government had removed the 100 per cent tax on products from Serbia and Bosnia and Herzegovina, and on April 1st had imposed reciprocity measures on products from Serbia.
This decision was not welcomed by the United States and the European Union, as reciprocity was seen as an obstacle to continuing dialogue between Kosovo and Serbia.
Dialogue between Kosovo and Serbia ceased at the end of 2018, when the Kosovo government, which that was then led by Ramush Haradinaj, imposed a 100 per cent tax on products from Serbia and Bosnia and Herzegovina. Since then, Belgrade has been conditioning the return to the negotiating table with the removal of all obstacles imposed by official Pristina.
