Kosovo Prime Minister Avdullah Hoti has spoken of organising Serbia's elections in Kosovo.

For the sake of truth, elections are organised in Kosovo by the OSCE. They've wanted to have 140 collection points, they're not permission, I've been leaving the same arrangements that have been made since 2012.
