Standing on one knee for eight minutes and 46 seconds, the same time, according to prosecutors, how much Floyd's neck was pressured by a police official before he died in one of Congress's halls, lawmakers have read Floyd's name and others who died facing police officials.
“We can't agree on anything less than a transformative change”, The House of Representatives leader Nancy Pelosi said.
The bill, which represents the most ambitious change in the area of law enforcement, which has been requested in Congress for years, aims to limit police officials to legal protection, as well as to create a national database of increased violence-use incidents, among other changes.
This step is one of many responses throughout the US to Floyd's death, which the family prepares to bury on Tuesday.
The city council Minneapolis has pledged to dismantle and recreate the local police department, a proposal that has been rejected by the mayor.
Floyd's body was sent to Houston, his native country.
