Bici says Gucati builds his slander on the misunderstanding that creates the unification of veterans' lists and the veterans' pension list.
He explains that the Dala War Bureau of Categories has issued no certificate.

Dear citizens, yesterday, chairman of the KLA OVL, Mr. Hysni Gucati, has been slandering us for increasing the number of veterans in the 100 days of Kurti Government. I inform you that the Dala War Bureau of Catagories has issued no certificate.
Mr. Gucati builds his slander on the misunderstanding that created the unification of the veterans' list and the veterans' pension list. A veteran finds himself without a job benefits 170 euros' pension. But as a veteran, he has established the Commission that Mr. Gucati.
So we're based on the Government Commission's Lists for recognising the status of the nation's Witness, Invalid, Veteranit. Retirement is automatic, while air lists have been voluntary.
E-lists we have received from former Office Director Gazmend Syla, and are approved by the Haradinaj government.
Also, the office's opinion on legal issues is pro giving these claims, because Kosovo's special prosecution, when confiscating the war-related categories, has not imposed temporary measures.
The adult number of veterans is not corrected by the pension he receives but on the list he is designated as a veteran.
The number of witnesses and disabled ones is even more disturbing on electronic lists.
The war has its dates and heroism. And the heroism of war does not grow by blowing up lists, but by increasing their authenticity. This requires the prosecution's investigation and assessment, but and the call to responsibility for those who have distributed witness names, veteran and disabled and unrightful countries. The responsibility is also due to those who have unjustly received those precious names.
Mr. Gucati cannot hide what he has done for years by accusing the office where I am the director of 100 days.
