The Prizren municipality, April 6th of this year, has signed a contract for” Supplier material supply for the health care needs from Coronavius to Prizren municipality”.

This contract is signed with company “Eka Tradeing“Sh.P.K. from Prizren through direct negotiations and without the release of the contract announcement.

Signed contract between the Prizren municipality and “Eka Tradeing“Sh.P.K. From Priizren raises suspicions of public money abuses. This has caused the entire process to be suspicious of possible abuses, while the tender file is suspected that the possible value of misuse in this case could total tens of thousands of euros.

The municipality led by Vetevendosje, the contract worth over 102,040 euros, with direct negotiations, has given it to the company, which has not yet filled a year of its establishment and has declared only one worker.

Company “Eka Tradeing“Sh.P.K. It is registered in the ARBK (Kosovo Business Recording Agency) with the date 10,05.2019.

This business does not require a retail mission or a majority of the items for which the contract is rewarded.

The capital of this company, which has not been established for a year yet, is only 1,000 euros.

But what seems to have prevented Prizren's municipality from contracting more than 102,040 euros.

Moreover, the Mytaher Haskuka-led municipality has not prevented even the fact that primary activity of the company “Eka Tradeing“Sh.P.K. It's “The organisation of business conferences and fairs“. So the Prizren municipality has purchased material for protection from Coronavirus, worth less than 102,040 euros, from a company that organises conferences and fairs.

Other activities declared in ARBK by the company “Eka Tradeing“Sh.P.K. are also non-specialised trade, channeling, development of construction projects, construction of residential and non-bananial projects, construction of water projects, wood assembly and other materials, photography activities, translation activities and interpretations, and supporting activity for artistic performances.

In order to offer a more realistic mirror to its readers, news365 has consulted procurement experts as well as analysed the prices of specific products in the contract between the Comuna and the company and compared them to the prices of the same products on the market.

The comparison findings only add to the suspicion of abuse in this process.

All the articles in this tender have been paid many times the price of articles on the market. This has happened as a result of the haste to buy very quickly with the wrong procedure, as well as with the wrong operator who is in no case authorized for such sales.

The same disinfectant market has a price of nearly 5 euros. The Dragas municipality has provided such a product with 5.5 euros.

The disinfectant for medical equipment from Prizren's municipality has been paid 15 euros per litre, while in the market this product has a price of about 3 euros per litre.

Another high - priced product is laser thermometers. The Prizren municipality has paid 32 euros for such a thermometer until the same market price is about 20 euros.

While at the end of the list of products purchased with this contract, it is listed disinfectant products where Prizren's municipality has paid less than 14 euros per litre, while 250 liters have been bought in the total amount of 3,500 euros. Such products in the market cost no more than 5 euros per litre.

The Prizren municipality is not the first time it has accomplished the purchase of products at multiple prices higher than market prices.

The emergency procedure is that when conditions or circumstances under which the tender is under way are such as cannot be expected and quick response needed, such cases are floods, earthquakes and other cases. So when the response time is immediate and the municipality or the contracting authority should react to it. Emergency procedure is used in such cases.

Different cases of this is when reaction time does not wait for a normal tender procedure with all deadlines, but a procedure can still be developed. In the concrete case, Prizren's municipality has been able to buy a small amount of masks, uniforms and other materials with emergency procedure, and the rest, in urgent procedure, to cure it. This seems to be a small and procedural difference, but in reality it would be translated at halved prices, so the municipality for the respective articles would save up to 50% of the budget, and this is not little for the total value of the 102,040 euro contract.

This procurement activity provides room for both sides to misuse of contract, while creating opportunities for misuse of public money, public procurement experts say, in which it also creates room for investigation by law organs.
