There, Totaj has invited all political parties indiscriminately to support the 320m-euro emergency package proposed by the PDK because it addresses citizens' needs.
This is his full statement:
Today, one month is filled with the spread of the coronary epidemic in Kosovo, and throughout this time we have found that the outgoing government has shown only delay, no responsibility and neglect in dealing with this emergency.
The inability and irresponsability of this government to face the fight against the pandemic is best attested to by its flawed budget. This budget was adopted in a shameful provisional session, right at the beginning of the Coronavirus epidemic in Kosovo, excluding the possibility of the opposition giving inputs and suggestions.
While the whole world is standing against pandemic, the government budget Kurti has not envisioned the funds needed to meet this big challenge. Everyone even remembers that while the country's economy was moving towards collapse, government Economy Minister Roseta Hajdari said the Kosovo government does not take responsibility for “because this government has not brought the Coronavirin”.
Viewing the irresponsability and inadequacy of this government and the great risk of this pandemic, the Democratic Party of Kosovo, as the largest opposition party, has taken a constructive proactive stance and proposed measures and actions based on international advice and best practices.
We proposed a comprehensive 320 million emergency package to come to the private sector's aid in this difficult period and offered the dismissed government our co-operation by inviting it to come to the assembly to meet the budget change.
The government reacted only after our pressure and economic efforts, proposing a package that is insufficient. But what makes this situation worse is the fact that this package was approved by the incumbent finance minister contrary to the Kosovo Constitution and the law in force for public finance management.
Facing this negligence and violations of the fired government, The PDK has called an extraordinary session to enable an emergency package for economic rescue, in accordance with laws.
The Democratic Party of Kosovo is basing its proposal for the 320m-euro package on three secure sources of financing, not jeopardising macro-fiscal stability. Therefore, we call on all parliamentary parties to put aside political divisions, but to join in filling and adopt the package that will enable the rescue and recovery of our economy.
This situation is bringing about even the most developed nations in the world, so it must be handled as soon as possible because further delays will have tremendous costs and irreparable damage to the well - being of our citizens.
Pandemia is a common enemy, and to cope with it requires the political unity of all parties, and any concessions that are now made carry an extraordinary moral and historical responsibility. /L
