The incumbent Prime Minister, Albin Kurti, has been addressed today with a letter to Kosovo President Hashim Thaci.
Kurti through the letter has said that in no case has she refused the request, nor has the mandated proposal, Kosovo announces
“Today, in 22.04.2020, I have received a letter from you, through which you claim outside your constitutional competencies as President, that I have not used the right to propose a new candidate to form Government”, says Kurti.
“Based in the role and function as president, you have no right or constitutional authorization to ascertain that we have rejected the candidate proposal for prime minister when we haven't done so; you have no authority to determine beyond the Constitution what the Government will be, as you have done these days in public statements; and we regret that you have not yet responded to us on the basis where we are acting and addressing us” among other days in Kurti's letter.

Dear President,
Unless in any case we have rejected either the request or the mandate proposal, today, in 22.04.20, I have received a letter from you, through which you claim outside your constitutional competencies as president, that I have not used the right to propose a new candidate to form Government.
The Republic Constitution does not envision such competence of the president to assess or ascertain exploitation or abuse of the right to propose the mandate. In addition, Constitution and Act No. 10314 have not even set a deadline for that. The constitution, which you foresee in this case, is the appointment of a mandate only after the proposal by the party or coalition that has won the absolute or relative majority, as defined at the 84th point of the Constitutional Court Act.
So, based on the role and function as president, you have no right or constitutional authorship to ascertain that we have rejected the candidate proposal for prime minister when we haven't done so; you have no authority to determine beyond the Constitution what the Government will be, as you have done these days in public statements; and we regret that you have not yet responded to us on the basis of which we 95 are acting and addressing us.
