This has been confirmed, Basri Kastrati, manager of the Office for Protection and Help of Victims under the Office of the Chief State Prosecutor.
In an interview with Online Economics, Kastrati says that because of the situation with the Coronavirus pandemic, only emergency cases are being handled.
If we look at statistics during these two weeks of pandemic in the office, as well as we have generally contained the decision of the Ministry of Health and the Institute of International Health, victims' defenders have cared for 24 hours, and the emergency cases that have been issued, and courts have been prosecuted during these two weeks”.
“... We have had a total of 46 cases, of 45 domestic violence cases and a case of rape, of which have gone to court 21. We also assist other works, but because of our pandemic, we treat only those urgent”, Kastrati stressed.
The “Zyra for the protection of the victims as usual is part of the chief state prosecutor with exclusive mandates to represent victims in Kosovo's criminal justice system. From year to year, we have cases of domestic violence”.
Speaking of this phenomenon, Kastrati says that 313 have been cases of domestic violence, up from 1,562 in total.
“If we compare the last three years, especially in the last two years, we have an estimated 300 more cases, and of 162 total cases, about 313 have been cases of domestic violence. This shows the dedication of institutions and the trust of victims in these institutions, but at the same time in the awareness of citizens to seek help from our” offices, Kastrati added.
Kastrati has said that the compensation of the victims has begun late to be implemented in Kosovo, but according to him, so far 30 cases have been compensated by the state, while saying that for this year, there is still no such requirement.
It also shows when the State compensates the victims.
January's “There have been 135 cases of domestic violence, and in February we have similar numbers, but on March 20th there are 46 cases that have been handled by our office. These cases in this time of pandemic are just those of the emergency nature of domestic violence. We only have one chance that the victim was attracted to personal causes”, Kastrati said.
The co-operative of the victims has begun late, but for a state like Kosovo it is doing well, but according to the Ministry of Justice last year the number of compensation cases has been 30. There are no requests addressed this year”.
There are six criminal acts compensated for, there are victims of trafficking, victims of murder, victims of domestic violence when they manage to testify. There has been a case of murder in the northern part of Mitrovica that has been compensated for representing the victims in that region, and other cases come under the law for compensation”, he has said.
“We have thought about only six works due to the budget, but the budget has shared sufficient means and in this case it should also be amended because of the expansion of criminal acts that would be compensated for”, he added.
