Konjufca proposes withdrawing Fatmire Musliu from Frankfurt

Foreign Affairs Minister Glauk Konjufca has proposed to Thaci the withdrawal of diplomat Fatmire Musliu, who is known for her scandals along the more than eight-year trip through diplomatic missions. Musliu's third term had been continued by former Minister Behgjet Pacolli, in opposition to the MPJ law and regulations, which force for rotation in foreign service. Fatmirja, who is PDK MP Ganimetie Musliu's sister, has no working day in the MPJ. Conjufca sent the letter to the president on March 31st.

I support Article 93, Article 8 and Article 84 points 25 of the Constitution of the Republic of Kosovo, Article 22 of Law. 03/L-22 for the Foreign Service of the Republic of Kosovo (GZ). No. 46/15 January 2009), based on Article 10 (paragraph 9) of the Order for Foreign Service on behalf of the Government of the Republic of Kosovo, I propose withdraw from Mission One. Fatmire Musliu, Consul General of the Republic of Kosovo in Frankfurt/The Federal Republic of Germany”, writes in the decision.

“Zj. Musliu, since her first appointment to the Diplomatic Mission in Berlin on the date 23.11.2009, has never returned to serve at Minister”.

Konjufca's predecessor at the head of the ministry of foreign affairs, Behgjet Pacolli, had stepped down from the offensive to put in rotation a number of diplomats who have fulfilled two mandates in foreign service. Fearing that it might arouse discontent, Pacolli had continued his third term. One of them is Fatmire Musliu, who has started his third term in diplomacy last year. Musliu has been among the diplomats who had to return to Kosovo in August 2018. But Pacolli has not returned, but her diplomatic flight has been accompanied by promotion. He has done so in a single decision.

“Mrs. Fatmir Musliu, Minister of Adviser at the Embassy of the Republic of Kosovo in the Swiss Bern/Confederation, under the parallel movement, is transferred to the same diplomatic degree, in the consulates of the Republic of Kosovo, in Frankfurt/ Federal Republic of Germany”, writes in the decision.

Besides legislation, MPJ also has regulations for foreign service.

Its Article 7 speaks of the integrated personnel system.

“1. The working results assessment system and rotating assignments for diplomatic and consular personnel are based on the concept: “A Minister, a Minister of Minister”. The ministry's integrated personnel system is compatible with other laws and regulations for civil career service”, says Article 1.

It is Article 3 that obliges diplomats to be willing to go into rotation whenever the minister asks.

“Personel of the Ministry of Foreign Affairs should be willing to serve anywhere in the world, whenever the ministry determines that it is necessary, whether in the Republic of Kosovo or abroad”, that article says.

“From the employees of the Ministry of Foreign Affairs is expected to voluntarily accept their obligations to serve in the Republic of Kosovo or anywhere abroad, whenever they can seek the needs of the Ministry”, the following article is correct.

Continued term for Musliu, the MPJ argued that recommendations were received from the superiors.

But numerous complaints at Musliu's address have been made over the past few years.

“Kohaha” has secured the correspondence of a diplomat in the Frankfurt Consulate, who complains at Musliu for pressure and push for actions contrary to the law. Murat Makoli -- the first administrative assistant in the Kosovo Republic Consulate in Frankfurt -- has sent the letter to him MPJs, the commission for promotions of complaints and discipline, respectively. Among other things, he has complained that Musliu has forced him to take him to a certain destination, even though he had no official car or was a Consulate driver. As a result of stress and constant pressure, he has suffered a nervous paralysis after which he has been forced to go on medical leave.

This situation has come to me as a result of the pressure and stress made by Mission Director Mrs. Fatmire Musliu in all possible ways since her arrival as consul general in the Consulate of the Republic of Kosovo Frankfurt am Main. Mrs. Fatmire Musliu since her arrival, general consul in Frankfurt am Main told me that one leg is on the inside of one leg and one on the outside, that other colleagues can confirm after he said it in front of all” wrote in the complaint sent to the director general at the MPJ, ALbert Prenkaj and the head of the minister's cabinet, Kresnik Ahmeti, on March 30th. The same complaint has been filed with 08.06.2019, former Secretary General Fitim Sadiku, as well as Kosovo Ambassador to Berlin Beq Cufaj.

When I told her I had a huge headache and I'm not able to work anymore, because I saw that my health condition is too heavy, Mrs. Musliu told me: Go back to your office and make your database for the report. And Mrs. Musliu has not wanted to respect my job contract since in that shallow contract that I have been the first administrative assistant since the date of 02.05.18, and that's where the Foreign Affairs Ministry's approval, not the security worker as Mrs. Musliu claims and presents me to the official page of the consulate”, writes in complaint.

Makolli further, he tells MPJ officials the problems he has suffered until he has warned The MPJ will follow every legal measure to claim his right.

The worst possible is that since the 2305.2019 issue of stress and constant pressure done at work by Mrs. Musliu, I have received a nerve paralysis of the left-hand side of my eye, nose, tongue, ear, and larynx and I am on a medical leave. My situation has greatly disturbed my mother, who has been paralyzed since 2008 that I and my wife are in charge of her, as well as my only daughter and my wife”, writes in complaint.

Musliu was also involved in a scandal in Germany in 2013, following his encounter with her superior, former ambassador, Willson Goodday. According to communications published at the time, Ambassador Mirdita was constantly complaining at Musliu's Foreign Ministry of Conduct. It explained in detail how Mussliu ignored the hierarchy and worked on his own, putting the diplomatic mission many times in unpleasant positions. The threatening discussion in the ambassador's office had come after Musliu has brought the ambassador to sign a response to the ZDF broadcast of a documentary on Kosovo.

Musliu himself had written the reaction, and he wanted to send it to the Bundestag Foreign Committee, where, among other things, he sought from MP Ruprecht Pollenz “to discipline” a party faction of Bundestag. Musliu had also called propaganda against Kosovo the ZDF documentary, where the topic of organ trafficking was addressed by KLA exhibits. After Goodday had refused to sign the document, Musliu, according to what the ambassador declared, had gone into physical aggression. Ambassador, he was forced to call the responsible Police Director for Diplomatic Missions.

Regarding these claims, the paper has offered Fatmire Musliu the opportunity to clarify, but it has not been because of stops with MPJ internal regulations. But he has not ruled out the possibility of doing so later, unless MPJ reacts to reported cases.

KOHA has been asking the MPJ as of February 20th, how it will be done with Musliu's case and other cases where diplomats are involved in scandals, but their response has been missing.

In the first weeks as minister, Glauk Konjufca had proposed withdrawing from diplomatic missions of seven ambassadors appointed with political keys who have filled a mandate. They are: Vlora Citaku ( US), Edon Cana (Bulgaria), Lirim Grichev (Holand), Shpend Kalaba (Hungary), Mimoza Ahmetaj (Strasburg), Ylber Hysa (Montenegro), Ramadan Avdiu (Switzerland). Konjufca has also dismissed 14 councils, who were appointed during the past government. But the problem has come up with President Thaci, who has not signed decisions about their removal. Konjufca has warned constitutional battles with the president if he does not sign the decrees. The presidency office has refused to comment on this process, despite the newspaper's interest.
