The Portuguese Council of Ministers said this decision would guarantee all rights to all foreign citizens who are awaiting answers from migration authorities, which means they would be treated as if they were persons with permanent permission to stay. This will be worth June 30th.
The council explained that the decision has been made in order to reduce the risk to public health and protect migration officials, border agents, immigrants and asylum seekers.
Portugal has declared the emergency situation on March 18th and will remain in force for 15 days. Portuguese Prime Minister Antonio Costa said during a press conference that democracy will not be suspended.
