Kosovo's Assembly of 82 pro vote last night on the LDK motion for the distrust of Kurti Government. This LDK motion came as a result of refusing continued demands in the direction of Prime Minister Kurti for the removal of the tax, but that was added to the dismissal of Interior Minister Agim Veliu.
Security Affairs Knower Nuredin Ibishi in an interview for Kosova Prees says Prime Minister Albin Kurti ignored the coalition partner's continued demands, and this affected the government's collapse.
Ibishi also says that during the time he led Albin Kurti with the government, Kosovo relations with strategic partners, such as the United States and Beja, were greatly degraded.
“is not the only reason why the measures and downloads that have occurred. Although not in proper shape, the interior minister's dismissal is especially almost about a statement that has no weight but has been addressed as uncompatible with the government's stance, but it has nothing to do with it. But I think the issue is in our reports with the United States that have degraded to a very significant extent, and that exceeds the extent that a long time in spite of all the remarks given about taking the tax down and other issues that are vital to Kosovo dealing with strategic partners. While the government has been standing hand in hand and has not taken adequate measures and we have also come at risk of support when dealing with negotiations with Serbia, but especially important issues involving support of the US and the EU. So no more” has been expected, he says.
Ibishi says the government's dismissal took place at an inappropriate moment, but he still thinks the LDK's continued demands were not taken into account, as well as the collapse of reports with the US.
He says the breakdown of reports with strategic partners also directly affects the security sector and the Kosovo Security Force, as he considers to be without the US, Kosovo's military has difficulty consolidating and strengthening.
The “may not have been the right moment for a vote of confidence in the government. But that's what came after it happened in a long way that didn't agree with time. I think all of this has an epilogue, the demands were continuous by the coalition partner in this case, the LDK that should take action for the tax as well, but other issues that are important in the relationship with strategic partners, and it reflects particularly in the security sector where it concerns support of KSF, but other issues that are important to Kosovo”, he says.
One of the reasons it calls for the collapse of the coalition is being seen is LDK's demand for the state of emergency, and Minister Veliu was dismissed.
But former military Ibishi says the LDK's request was fair, while government measures for limiting the free movement of citizens are assessing anti-unconstitutional.
He estimates that the state of emergency should be declared and managed by the Council for Security at the helm of President Thaci.
I haven't been to this form, which is a choice now as an emergency measure, but this significantly affects human rights since the state of emergency has not been declared. Because freedom of movement that is constitutional right of citizens is limited and cannot be justified. A state of emergency can be declared for a municipality, municipality, or region, but not in all of Kosovo for reasons because it actually becomes human rights restrictions. It has had to be seen the possibility of declaring the state of emergency in terms of it being guided in the proper form by the Kosovo Security Council at the helm with the president, but simultaneously in co-operation with the prime minister. I don't know where that vobia came from or the danger that anyone from this situation will receive power”, he says.
Until the National Security Council agreed to declare the state of emergency, this was done in the north.
In the four northern municipalities, the government of Serbia's decision to declare the state of emergency has been implemented for several days.
E Ibishi is praising that Kosovo police should act in that part as well and force citizens to implement Kosovo's laws.
“As far as the inside of these 4 municipalities in the north is actually not being implemented any particular control as to respecting measures for emergency situations and limiting citizens' movement at certain times day and night. I think this has to be implemented because both health and education really operate on Serbian laws and programmes. Even in this case they are implementing the ramin plan and measures of the state of emergency Serbia has declared. I think we should exercise authority, so the police should be present there and force citizens to respect the set time set for the restrictions of citizens at the appointed time”, he says.
