The proposed resolution notes that Kosovo is committed to political talks between Kosovo and Serbia, which will result in mutual recognition.
At the second point it says that the Kosovo Assembly stresses that the Constitution is state sovereignty, and that territorial integrity and social character are incompatible.
“No one has the right to negotiate, dialogue, or negotiate the sovereignty, territorial integrity, constitutional order and unitary character of the Republic of Kosovo.
The two status parties have proposed this resolution in line with the Constitutional Court's decision of 2019, which says the government has the mandate to lead talks or dialogue with Serbia.
