These measures take effect on Saturday, but officials refused to completely shut down the border, as requested by medical staff that have entered the strike.
Hong Kong, which has 21 confirmed cases of virus and fatality, had recorded 300 cases of death in the Sars explosion in 2002-03.
There are 4,300 confirmed cases of choreography since 490 people died on this continent.
