Ombudsman Naim Qeyaj has said that since receiving the mandate, the greatest difficulties have been following the outbreak of the pandemic, which has contributed to the reduction of work and staff.

He says that during the pandemic, there has been a drop in complaints by citizens due to good institutional dysfunction.

He even said he expects that after this transition, there will be greater influx of citizens in complaints.

According to him, procrastinating judicial procedures are the most disturbing ones because they are continuing year after year and have yet to find solutions to offer citizens a fair trial in terms of access to official documents.

There's no doubt that the main difficulties were in the period when I accepted the ombudsman's mandate because it was the peak period of the pandemic explosion that affected the reduction of work, staff. Qekaj stressed that he cannot give a statement without conducting the investigation and without taking the data from the field on human rights violations.

But he added that, out of complaints that have been accepted by the field, there have been violations as in the initial phase of applying measures against pandemic with limiting movement.

“As if there has been violations we cannot give a statement without conducting the investigation and without taking the data from the field, however, the complaints we have accepted from the province have emerged that there has been violations as in the initial phase of applying measures against the independence with the restriction of freedom, which was declared unconstitutional with the request of the ombudsman”.

Our investigations and research also have to show that the very greatest violations were made in the unfair treatment of citizens in support of institutions. In such an extraordinary situation, not all citizens are undoubtedly satisfied with services that have been offered in the right to have a medical treatment for this globally disturbing illness”.

Among other things, he said there has been a reduction in the budget, so according to him, the government should not make budgetary cuts to the ombudsman because such cuts could affect the work, the efficiency of the institution.

The “has had a budget reduction but I think it will be exceeded and will return the budget as planned because except it's not a very small budget and it doesn't affect the country's overall budget is a right and a legal obligation for Government not to make budgetary cuts on the ombudsman because such cuts can affect the work, the efficiency of the institution and on the other hand affect the preservation of the independence this institution from the executive of power”.
