The data is released by INSTAT statistics, which also reports the indicator of the level of inactivity that measures the number of inactivities to the working population.
Nationally, the rate of inactivity in the country was 41.2% at the end of the second quarter. The higher this indicator is for those with an 8/9-year education, by 50%, then middle education (37%), while it is much lower for those who have finished higher education, where only 24% of them have chosen not to work (see the graph: Inactivity by education.
According to gender, the male activity rate is 34.2% for men and 48.1% for women at the end of the second quarter of 2020. Inactivity among women is superior to men, since they choose not to work in order to care for family and children.
INSTAT reports that according to the reasons for inactivity, women remain out of work mainly after they are fulfilling household duties (18.0 %) or because they are attending school [322,3 %). While only 1,0% of men have as reasons for their activism the fulfillment of household tasks and 28,1 %s are students or students, according to data referring to 2019.

For both men and women, Lezha district has the highest level of inactivity, with 46.2 and 62.8% respectively.
For women, the second highest-level inactivity district is Durres, with 54% of women over the age of 15 failing to work. Durres is one of the highest-level circles of immigrants, being an additional source of income through remittances, giving women “luksin” not to work. After Durres ranks Dibra (53.1%), Tirana (50.4%), while for other counties this indicator is below 50%.
For men, behind Lezha for high levels of inactivity comes Dibra (43.2%). Durres has a high level of non-employment on the job is for males, ranking third (38.2%), followed by Tirana (34.4%).
For both males and females, Gjirokastra, belonging to 14 and 33%, is the lowest rate of non-agement in the work, linked to the fact that the south district has an elderly population because of high migration to the neighbouring state of Greece.
