We're used to hearing opinions and analyses that local elections are the barometer of power of political subjects at the country level. In most cases this is not an accurate indication, because electoral history in various countries has highlighted major differences between the results of local and parliamentary elections, held in no more than a year's difference.
The measure becomes even more incorrect when it comes to a single municipality, such as Podujevo in the concrete case, because in this circumstance the Northern Mitrovica municipality has no survey.
Each location has its own specifications, and for more, Podujevo is very special in this. Whatever the case, the center's influence will not be small, and a host of factors are identified.
In a chaotic situation at the local level, separately at the central level, any forecast of Sunday's election outcome enters the speculative terrain and contains a large margin of error, because to get there it must be passed through many unknowns.
The LDK, which has held power for 20 years in this municipality, competes with the ruling primacy, where, more than the official candidate, Nexmi Rudari, in question is former head Agim Veliu, delegateed to the central and protagonist government of dramatic development this year, as was the collapse of the government Kurti.
The event's dramatism adds to one of Rudar's counterconventions, Vetvendosje's Speed, until the last years his right side and the subordinate of the former mayor of the current Home Affairs Minister.
While Rudar's rhetorical orientation is easy, because it is called on in the continuation of good works in the municipality, even though their actual measure will be citizens on November 29th, the position of Bullici on the other side is more difficult, because, in the eyes of citizens, the separation from the LDK and its governance, as one of its leading protagonists, it is not all that easy.
The most unusual situation is the fact that around a former LDK official now we see former LPK and LKCK personalities from the Lapi region, such as Fatmir Humolli.
In all this electoral vortex, we have PDK candidate Naim Fetah, a test this not small for his party, following recent developments in its leadership.
Without Chairman Kadri Veselin and saw historic leader Hashim Thaci, for more with opposition positions in the centre, for The PDK in this race will be a serious challenge.
For the candidate Fetah, however, this situation may even have its advantages. When its mobilizing force, known earlier in the local election race, is added to the potential emotional response of the electorate beyond that of the PDK, it gives him the promise for a possible result beyond his expectations. The more his two opponents stem from the same political lump, and Fetahu remains the only representative candidate of the entire war-wing electorate.
It is clear now that the first round cannot bring Podujevo its chairman, while the outcome of the run-off will also be the product of agreements between different parties.
Whatever the case, since the outcome in this municipality will not reveal the real strength of political subjects at the central level, however many parties can be called to this, this does not mean that it will be in no way ineffective in political developments in Pristina.
