Former Deputy Education Minister Nehat Mustafa and former director of Kosovo's Pedagagic Ent, Halim Hyseni, in a public letter to representatives of Kosovo institutions, political leaders and MPs, have called on them to act jointly and decisively in combating the parallel system of Serbian education in Kosovo, as this evil is contradicting Kosovo's Republic every day and more citizenship.
In the joint letter, Mustafa and Hyseni have written that inaction in preventing and preventing the violation of the constitution and laws in effect is considered co-ordination.

Students and young Serbs, without their blame, through school curriculums of the Republic of Serbia, textbooks, teaching tools, professorial documentation, hate and untruth for the real reality in Kosovo, by making open, everyday, legal but not legitimate propaganda against Kosovo, the Albanian people and other Kosovo citizens, even though this public propaganda has been done by means of the silent permission of the UNMIK law enforcement bodies, the EULEKS, institutions of the Republic of Kosovo that are in complete opposition to Kosovo laws adopted in the time when Kosovo is managed by the UN and Kosovo's provisional bodies of self-government, Kosovo's self-government self-government, for Kosovo government in 2001.
20-year tragic Kosovo education tax

UN Security Council Resolution 1244 from 1999, Kosovo's Constitutional Framework for Interim Self-Government of May 15, 2001( article 1.1 and 1.2...) as well as me Constitution, positive laws of the Republic of Kosovo declared on February 17th 2008. In parallel with Kosovo's education and education system, the Republic of Serbia's education and education system is developed in Kosovo, in which the teaching system is conducted only in the Serbian language based on the Constitution of the Republic of Serbia and its laws. The process of education and education according to the Republic of Serbia system is conducted only in the Serbian language and in the majority Serb municipalities in Kosovo. In these municipalities, students of communities -- Roma, Egyptian and Ashkali -- are partly conducted in Serbian language. In the municipality of Dragas, a part of the Goran community, they have also developed and developed it in the Serbian language according to the website of the Republic of Serbia, which is contrary to Resolution 1244, Kosovo's Constitutional Self-Government Framework, Constitution and the Law of the Republic of Kosovo. The terrible, tragic experiences of the last two decades of the 20th century, as if they had no positive impact on fighting inequality among people of different backgrounds, combating misuse of education and education for political purposes. It is not understood either in Kosovo or in the region and that it is much worse, tragic, neither in European countries nor wider than: “ ... violating national equality directly leads to conflicts based on ethnic identity and ending in armed conflicts” (Halim Hyseni / 20/03/ Children's rights in the eyes of Kosovo students, Pristina, KEC, p.25. )
These two systems based on ethnic identities will eventually turn into an armed conflict, as they testify and argue studies and Stevenhgent (1994); i Race & James. (1996) who have proved that in the 1990s years of the past century, there have been about 50 armed conflicts based on ethnic identities (including the wars in the former Yugoslavia 1991 - 1999). In his report, G. Michel Confirming That Worldwide Over 2,000,000 children have died in armed conflicts, of course among ethnic groups, during the years of the past century, and 6,000,000, have been seriously injured or permanently disabled. ( Stevenhagen, 1997) Ethnicity and conflict, role of education; U n NICEF, pick up. multiple). According to the newest studies, confirmed and proven Serbian Armed Forces are responsible for killing 1,397 Albanian children in Kosovo during 1998-1999. The parallel action of the two educational systems for 20 years has created enormous problems because two drastic forms of human rights violations have been installed and institutionalised: Racial discrimination and geographical apartheid. Kosovo is the only country in Europe and beyond, where discrimination and Geographic apartment in general, and in education in particular, they act legally and unregisteredly. The approach to anatomy and the ethics of these two paradoxical phenomena is complex and requires much time and plenty of space. We're looking at two factors here at the first inconspicuously, but really compatible in favor of the Republic of Serbia and at the expense of the functioning and statehood of the Republic of Kosovo and all the citizens of Kosovo, regardless of their ethnic, racial, religious, gender, language, social class, etc. :
· Financing of Serbia's parallel organs from Kosovo budget is financing
for the self-preservation of Kosovo independence!
Republika Serbia's unfinished effort to create Greater Serbia by turning Kosovo into a territory that resembles the skin of a leopard with small communities of Serb states, or a majority Serb Community of Communities that would be a completely identical modalization with Republika Srpska, but only would not have that appointment. This idea stems from the 1986 Mmorandium, on which Serbia committed genocide in Kosovo, Bosnia and Herzegovina and Croatia in the 1990s -- 2000 -- and is clearly expressed with 25 projects Serbia has drafted from 1991 to 2019. The idea has started with the establishment of the Co-ordination Centre for Kosovo and Metohija, whose foundation was not rejected with any strong determination in Kosovo, meaning underestimating the long-term consequences that would bring this clever act of the Serbian government. Clear Purpose for partition of Kosovo, according to the measure and interest of Great Serbia, has expressed Vojvoislav Kostunica i n Alexander Vuciq Whose declarations have declared that Albanians and Serbs cannot live together, but can live near each other (resident Serb majority territories join Serbia, while territories with the majority of Albanians gain autonomy that is more than autonomy and less than independence (in the best case, this autonomy of Albanians would be monitored by international factor, and in the worst case would do the Army of the Republic of Serbia).

The second factor, which has influenced Serbia through the Co-ordination Centre, is forming parallel organs (comparing to Resolution 1244), was the Atavism or fatal legacy of the selfish interests of the Albanian political scene. A greater political unity on the Albanian political scene, of course, would strengthen state positions against international factors and not only would we have an integrated system of education and education, but we are convinced that integration processes and membership in international bodies would also be more successful. As Serbia empowered parallel organs, the Albanian side distributed and with reactive approaches, not that it insisted on fighting parallel organs, but that Kosovo paradoxically began supporting them, as is being supported today by financial means from the budget of the Republic of Kosovo. With the strengthening of parallel organs such as the Bridge Watchers in northern Mitrovica, the failure to allow access to Kosovo's organs in educational objects in which learning is conducted in Serbian in Kosovo, both in the last decade of the 20th century and in the first two decades of the 20th century, was installed the geographical apartheid, which now does not exist, neither in Africa nor leave in Europe. Kosovo State Institutions have allowed the institutionalisation of racial discrimination and the geographical and ethnic apartheid in education by making financial favors to Serbian workers in education, who now receive salaries higher than most other workers in Kosovo's education, whose learning is conducted in Albanian, Bosnian, Turkish and Croatian languages (denounciated 95% of Kosovo's population and favoured ethnicity of 5 %). This racial discrimination, Segregation and ethnic and geographical apartheid until February 17th 2008, when Kosovo's declaration of independence has been made with the indulgence and irresponsible and biased actions of the international factor, uncontested in the form of political and local government factors. With this silence (compliance) reasoned with the human category “positive discrimination”, Kosovo policymaking showed lack of professional competencies from the field of education and education. Kosovo education hostage to the Government of Serbia!
It was made public these days that the Ministry of Education has paid 32 Serbian workers who have never been working. The former Ministry for Kosovo's wife in Government of Serbia and the family members of many other Serbian politicians who refused and still did not accept the citizenship of the Republic of Kosovo were also rewarded. In June 2019, the Minister of State of the Republic of Kosovo had participated in Belgrade at an international conference, in which he praised the state of education in Kosovo so much that other countries should be greedy. In that case, there have been more than four years the Government of Kosovo cannot prosecute the High Education Bill. From what we have read, this minister, out of fear, ignorance or political calculations, never mentioned Serbia's state attack on the state of Kosovo in the field of education, even though it was called out of its position.
The facts speak that there are Serbian teachers who are able to accept the state reality of the Republic of Kosovo, when this is staunchly required by the responsible institution of institutional policy implementation. For example: In 2010 a group of Serbian teachers participating in a several-month project on multiculturalism organised by August and the Council of Europe agreed to receive certificates with the logo of institutions of the Republic of Kosovo and signed by one of the authors of this letter as institutional representatives. Also, Serbian educators have agreed to become part of the World Bank-financed training managed by August. So, despite the will of many Serbian teachers to become part of the educational and educational processes of the Republic of Kosovo, these like all of Kosovo's Serb populations hesitate to do so because of the enormous pressure that the Government of Serbia built on ultranationalistism promises exercise on these citizens, whether through finance or even through criminal structures established in almost every municipality where the Serb population lives.
The Lost Case
Serbia's party block draft law “rrpka” , it wouldn't matter now if post-war governments (of UNMIK time) persistently sought to respect the legal documents of time. Without the integration of the Serbian language teaching into Kosovo's integrated education and education system, the Conform and Education Law of the Republic of Kosovo, in which all the children, students and students of Kosovo will realise all their collective rights, including ethnic ones, the education and education system of Kosovo in particular, and Kosovo in general, will not be a functional state, neither in Kosovo, the region and Europe, to this positive peace, sustainable and progressive.
As well as all Serbian officials who keep the parallel system of education and education in Serbia's Serbian language, known by name and surname, have not yet seen any action by the State Prosecutor, even though Kosovo's citizenship and its laws are openly challenged and not far from their offices.
Two educational systems based on ethnic conflicting identities can be Casusbell for a new conflict
Integration of the Serbian language education and education system in the integrated system (read non-unified) of Kosovo is Conditio sine qa non for peace in the region and beyond. This seemingly early warning may be understood, but the truth is that such warnings have been made over and over by the connoisseur of education, including the authors of this letter, but which, unfortunately, almost never been taken seriously in handling this subject on the part of state institutions.
Integration of Serbian language education and education under the education system of the Republic of Kosovo is more than necessary and with vital parameters for our country's future. This is about the fact that Serbia's hegemonistic policies against the Albanian population in general and the Constitutional Order in Kosovo in particular, are largely implemented through the education and education system. Therefore, there are many reasons and arguments why Kosovo state institutions, including and political forces, must create a joint state strategy to solve this problem once and for all:
First, without this integration, there can be no ethnic reconciliation, so Kosovo's bodies must develop a sincere, human dialogue with the ethnic Serb community, guaranteeing all rights, as well as all other citizens of Kosovo;
Second, without the integration of the Serbian language education and education system, there can be no security in Kosovo, because Serbian educators, based on numerous experiences in co-operation with Orthodox Serbian clergy, have been the main carriers of clergynationalism and pathological hatred against Albanians, the consequences of which the Albanian nation has experienced ten times from 1800 to February 2000;
Third, Serbia all the time from the founding of the Serbian Academy of Shanks and Art founded on November 19th 1841 education and education have been misused for expansionist purposes, respectively, for the creation of Great Serbia;
The fourth, Kosovo, though demographically, is the homogenic state in Europe, with the Constitution of Kosovo declared a multiethnic state, so there is no possibility or practice that there will be ethnic division and no two-state education system.

The functioning of the parallel system of education and education in the Serbian language is the most serious attack on Kosovo's citizenship on the part of Srbina, instrumentalising Serbian citizens' children and teachers.
In 2010 a serious effort has been made to solve this problem, respectively, for the integration of Serbian language education and education under the educational system of the Republic of Kosovo. Article 12 of Law No. 03L-068, for Education in the Towns of the Republic of Kosovo, Point 12.1 says: “Communs have competencies for creating conditions for providing Serbian-language educational services”.
While Article 12 , point 12.2 determines how to use curriculums and textbooks: “Schools that teach in the Serbian language can use plan-programs or textbooks drafted by the Ministry of Education and the Republic of Serbia, following the announcement of the Ministry of Education, Science and Technology of the Republic of Kosovo”.
But this confirms the sequence forms for using these software and textbooks. In the event of conflict between schools with Serbian language learning on one side and August on the other, the law envisioned passing the case “Independent Commission for the review of Serbian-language curriculums and teaching materials “ ( article 13), which had to ensure that the program or school book in question was in line with the Constitution of the Republic of Kosovo and legislation in force. The seven-member commission's composition itself showed fair treatment during reviewing those materials: three (3) representatives from August; three (3) elected representatives from the Assembly of the Republic of Kosovo, who hold the seats guaranteed for the Kosovo Serb community; and a (1) international member.

A) Structural differences in the education system of two states (Kosovo has a target of 5+4 + 3, while Serbia has target 4 +4+4) and
b) The differences of existing curriculum, including religious education, which was part of the Serbian curriculum.
School texts in the Serbian language were filled with national hatred against Albanians, completely based on scientific falsehoods. The Commission identified serious violations of the Constitutional Order of the Republic of Kosovo. For a time, Dr. Ivan Chukalovic, later also a member of the Constitutional Court and who can better argue how seriously the Constitutional Order of the Republic of Kosovo is affected in the curriculums, textbooks and materials used by Serbian youths in Serbian-language schools in the Republic of Kosovo. To be greater, with scientific untruths, hatred and insults against Albanians are also charged with mathematics, IT, professional education, etc., and not to talk about history, language, music, art, civic education, geography, etc.

While more than 9 years have passed since the release of this report, so far almost no action has been taken by relevant institutions to stop this permanent misuse of tolerance done to schools in the Serbian language, behind which the Serbian government stands firmly.
The Constitutional order is continuing to be severely violated. Serbia is acting as independent in Kosovo through the parallel system of education and education in the Serbian language. Respecting the constitution and laws in force should be guaranteed by the president, Parliament of the Republic, Government, Constitutional Court, State Prosecutor and law enforcement agencies. We are aware that all of you know these, but despite this, we extend a public invitation to all of you so that despite your political beliefs, you can act together and decisively in combating this evil that is daily opposing the citizenship of the Republic of Kosovo. Failure to prevent and stop violating the Constitution, and laws in effect are considered co-ordination. There can be no ethnic reconciliation as long as it is knowingly allowed the pre-functional function of education and edicum in the Serbian language to transform laws and planprogra with the Serbs, education and education this incompatible with ethnic hatred of Albanians.
