Members of the Parliament's Supreme Chamber voted against an interparty amendment to the European Union's draft withdrawal bill, designed to enable European citizens living in Great Britain to have a written test of their right to stay behind Brex on 31 January.
The bill, which passed smoothly in the House of Communities, where Boris Johnson's conservative party has the majority, will have to return there.
Estimated at 3.6 million, EU citizens living in Great Britain must apply for permission to stay in Great Britain after Brex. / A THS/
