EU with criticism of Minister Hoxha due to attempt to occupy stock marketers

Just a few days later, the announcement of the competition against government obligations to the EU was made to implement the Young Professionals' Schema Project.
KTV has secured internal communications, where civil servants from the five departments of the Ministry of Integration have demanded that, as the agreement envisions, students who have been hired through the programme to design new professionals, or “Yung Cel Scheme”.
Minister Hoxha himself, through a letter, was addressing Prime Minister Ramush Haradinaj, deputy prime ministers and ministers, urging them not to announce competitions, but to contact the ministry of integration.
But just a day after that requirement, protocol on July 22nd, the gift-led ministry Hoxha itself declared the contest, despite other ministries asking them not to do so.
The European Union's office in Kosovo had voiced severe concerns about warning of opening the foreign competition.
In fact, through a letter to outgoing Minister Hoxha, the EU Office has reminded her of the ministry's obligations, which should employ bursists in civil service.
But neither was this EU reaction taken into account by the outgoing minister, Gift Hoxha.
Not even after three days of waiting, the Ministry of European Integration has returned no response to the KTV's interest in the contest, opposed by civil servants of this ministry and the EU Office. Neither has the Office of Minister Gifted Hoxha agreed to provide any details about this, unable to clarify the competition and claims of European officials in Pristina.
In a response to KTV, the EU Office in Pristina has said that 364 students have received scholarships since 2004.
The EU says it will be a challenge for the student employment government through this programme and that it is monitoring the executive.
“In the 11th round, 50 graduates will be returned from studies by the end of this year. This will be a challenge for the Government of Kosovo. The good news is that already 5 of them have been offered a job in the Ministry of Justice, 2 have received bids from the Ministry of Internal Affairs and one has received offers from the Office of Prime Minister”, the EU Office in Kosovo has said.
Recruiting stockists through the new professionals' scheme is an international duty of the Government of Kosovo, after signing contracts with stockists and the European Commission through the IPA agreement.
The government's decision of October 10, 2012, details the mandate of institutions for the systemation and employment of stockists in the period of 3-year civil service.
The 35 civil staff employees of the Ministry of European Integration, with official paperwork, have turned to Hoxha on Wednesday, telling him they will go on strike if their demands for annulment of the competition they consider illegal are not taken into account.
Also, the civilian staff has complained to the outgoing minister, Hoxha, that disciplinary measures have been taken against them, following the raise of voice for violations over opening the competition.
The five-seat foreign competition has opened on 27 July and is closed 6 August.
