“It's sorry to crack dezinforms ( Face Nesa from several suspected credibility portals. Using libel as a tool of parapolics, for achieving political goals, contradicts any standard of ethics. My arrival is in full accordance with the Law for Foreign Service (03L-122). What remains illegal, however, is the denial of being promoted as a legal right made to me by Foreign Ministry officials from 2008 to 2016”, he said.

My arrival is in full accordance with the Law for Foreign Service (03L-122). What remains illegal, however, is the denial of being promoted as a legal right made to me by Foreign Ministry officials from 2008 to 2016.
To begin with, the right to promotion is specified in the Foreign Service Law. In line with the Law in question, the MPJ General Director has issued a decidatory redecution for promotion and service abroad. This recommand was initially made on April 19, 2010 (see attached to the letter MPJ-ZSP 106/2010) and then March 03rd, 2019. Along with that, and in line with the rule of Foreign Service, positive performance on the part of the Director General has been made with maximum marks. Furthermore, in the letter sent by the chairman of the Commission for the Grada and Discipline of the MPJ Minister of Foreign Affairs, the date 30.04.2019 is recommended by this authority for promotion by a diplomatic degree, in accordance with the recommendation of General Director of the date 03.03.2019. So the promotion process and therefore the rotation, although too late in my case, is in full accordance with the Law. Based on this data, that is, the recommendation of the Director General, the Chairman of the Commission for Grada and Discipline and the positive assessment of the work, on July 15, 2019, the foreign minister has issued the decision for my promotion and sent to mission as part of the rotation plan for members of the foreign service. The minister has exercised his discretion based on the above recommendations and Article 22 of the 03L-122 Law.
For further clarification of the opinion, I have to point out that until this decision, I remain the only diplomat, most senior in the minister who never, ever. IT IS not assigned by any minister to serve with full mandate abroad, in full opposition to the Law for Foreign Service, the Rule for Foreign Service, Article 9 and 14.3, and the principle of rotating diplomats. Also, contrary to the Law, I have been denied the right to promotion and advance from 2008-2016 after no single reason. This is because at the first meeting of the Commission for Grada and Discipline in Ministry History, held on April 19, 2010, the MPJ-ZSP 106/2010 reference number, this Commission has decided FOR my right to be promoted. Based on meeting all legal criteria, however, for no reason, the minister of foreign affairs of the day and all the following ministers until 2016 I HAVE not been promoted or advanced by acting contrary to the Law and contrary to the Commission's decision on Grada and Discipline. Moreover, holding the issue of my promotion pending, these ministers have also denied me the right to exercise Ancesa for non-principlement as legal rights, in violation of Article 16 of the Foreign Service Rule.
I am proud to meet the first generation of career diplomats in Kosovo, even though my experience in the field of international relations and diplomacy dates well before the establishment of the MPJ, from 2005, respectively, when I worked in the American Congress, the Domma of Representatives and the Foreign Affairs Commission, respectively, continuing with my commitment as Foreign Relations Council in the cabinet of Albania's Parliament from 2007-2008. I am also proud that as civil staff and career diplomas I have worked on establishing and establishing the Foreign Service since 2008, and so far I have been direct supervisor of at least 5 career ambassadors and chiefs of diplomatic missions and as many deputy ambassadors. Within the 11-year experience in the MPJ I have covered key areas of foreign policy drafting, that of bilateral relations, while I have also long covered multilateral relations and security issues at the time when Kosovo has achieved the greatest successes in memberships in international organisations. Unlike some who have arrived at the ambassador's position within 2-3 years (some overnight), I, even after 14 years of professional and management experience, have been unjustly unable to carry the ambassador's rank. My merit advantage has not helped even Bachelor's studies, two Masters and doctors' studies all outside Kosovo and the field of international relations.
My family and I have been warned that during this period there will be such low slander with the intent of denigration of our work and integrity. However, I am publishing this reaction for the sake of public opinion, even though it is already clear by what tendency this slander is emerging right now.
