“Today I have appointed a lawyer and former Inspector General of the Kosovo Intelligence Agency Shkelzen Soopyanin, Foreign Political Councillor. His knowledge and expertise will serve as advanced and effective as”, Haradinaj wrote.

Sopijan had been part of the investigations that were conducted at the Kosovo Intelligence Agency for Corruption, blackmail, illegal wiretapping and influence exercises.

Among the issues where Sopijan was suspected involved was the suspicious tender given to the sons of former Prime Minister Isa Mustafa.

The prosecutor, Arian Gashi, is investigating the former head of the Agency, Agron Selimajn, the AKI general inspector, Shozen Soopjanin, the deputy director of AKI, Latif Merovci, the director of the Department of Inspectation, Gazmend Isufi, and the director of the Department of Technical Supervision, Peace Hashan. Among the crimes they allegedly committed is a suspicious tender for the former Prime Minister Isa Mustafa's boys firm.

Former director of the Kosovo Intelligence Agency Agron Selimaj and four other senior officials are being investigated by the Prosecutor for a series of criminal acts.

They are suspected of misuse of office, violation of the work relationship, exercise of influence, blackmail, failure to report criminal acts, photographing and unauthorized recording.

Investigations have been launched by Pristina Constitutional Prosecutor Arian Gashi, based on a criminal outcry that has made Naim Ibrahimaj, former head of the AKI auditing department.

The prosecution is investigating the former head of the Agency, Agron Selimajn, the AKI inspector general, Brenzen Soopyanin, the deputy director of AKI, Latif Merovci, the director of the Department of Inspectation, Gazmend Isuffin, and the director of the Department of Technical Supervision, Peace Hashan.

Among the crimes they allegedly committed is a suspicious tender for the former Prime Minister Isa Mustafa's boys firm.

Insander has secured the investigative file, as well as a letter from the prosecutor, Arian Gashi to the Parliamentary Commission for AKI Supervisor. The prosecution's investigation into AKI leaders is uncovered in this document. The investigation has begun based on a criminal row exercised by Naim Ibrahimaj, fired. It mentions details of how AKI has illegally bugged Ibrahimaj and her two colleagues, Zana Uka and Bekim Rerxip.

Ibrahimaj claims that the chiefs of the Intelligence Agency have pressured him so that he does not mention financial abuses in the audit report. He is also claiming that AKI leaders with the intention of blackmailing have accused him of having had sex with a subordinate.

However, both have sought clarification and have filed charges for this charge, which they have described as blackmailing.

In January of last year, Insander had reported on numerous abuses in AKI. Among the biggest cases was an illegal tender for the company “Maccar”.

The institution, depending on the former prime minister, Isa Mustafa was suspected of having devised a tender for his sons Besik and Arben. It was about the Kosovo Intelligence Agency, which has awarded the tender to the company, “Makcar”, owned by Mustafa's boys, to repair an armoured BMW X5 car. The tender for this car had been given to Mustafa's boys by the Prime Minister's Office. A few months later, the car was given into use AKI. The institution had awarded the tender to the company for the same car defect, but at fourfold higher prices.

The company led by Mustafa's son Besnik had again won the tender for the same car repair, BMW X5.

This car after the tender cancellation by the prime minister's office has been given to the use of the Kosovo Agency for Intelligence, an institution depending on Prime Minister Mustafa.

Insander had discovered that the state had again contracted the former prime minister's boys' company to repair this car.

The contract for the second time was made just October 28, 2015, when former Prime Minister Isa Mustafa had publicly conveyed the news of the signing of the Stabilisation and Association Agreement between Kosovo and the European Union, where he had said that “from this would benefit Kosovo and its citizens”.

Several months after the annulment of the ZKM tender at the request of Prime Minister Mustafa himself, the tender for overhauling the speed maker for the same armoured car BMW X5 has been given to his sons' firm by the Kosovo Agency for Intelligence.

The first time the price of the tender announced by the prime minister's office was two thousand and 946 euros. The second time, it has reached 12,133.37 euros. If the price fourfold for the same defect -- of the same car, according to the AKI Interior Auditor, the tender has been granted illegally.

Three offers were not accepted, as provided with the Law for Public Procurement and that the company “Makcar”, according to the audience at the time of the tender, was not authorized by the BMW to make repairs.

Former AKI director Agron Selimaj and the inspector, Brzen Soopjan, have been notified of this tender of violations. The former prime minister himself was announced by an official letter sent by employees of the Department of Investigations to AKI.

According to this letter provided by Insander, Kosovo Intelligence Agency General Inspector Shkelzen Soopjan, who is obliged to oversee the agency's work, has been announced in advance.

But instead of preventing a tender of legal violations, he has pressured the Procurement Office to give the tender to the brothers Mustafa so that “adjusted reports with Prime Minister”.

Insander had secured two versions of the audit report. The one with the violation that was handed over from the auditors to the general inspector, and the version censored by him, which was sent to the prime minister and president. Reports are classified by AKI as secret documents.

The final version removed the suspect tender for car repair. The removal of this part, according to the auditors, has been aimed at correcting reports with the prime minister, as opposed to public money.

Mr. Sopijan has to remove this found because this serves us to regulate personal reports with Prime Minister”, said the audience letter.

In the 2015 audit report, the uncensored version by the general inspector, Shozen Soopyan, testifies to misuse of public money in the interests of the prime minister's boys.

In chapter “, specific expenditure cases” are explained that with applied legislation it is presupposed for 40% of the overall budget to be used for operational needs.

According to the AKI internal procedures, special operating fund is generally used in return for information sources, spending on information insurance, coverage of information resources spending, planning vehicles, purchases of facilities, special operating equipment, and consulting vehicles, etc.

During 2015, AKI has spent 925,294.30 euros on operations. There is no specific data on these expenses.

Under these costs, car repair BMW X5 was introduced. The tender given to this car, by audiences, has been assessed with violations because of eliminating equal competition.

“During the testing of purchases performed by the Special Operational Fund, we have found that the purchase procedure has been implemented only with an economic operator's argument that the economic operator is the only authorized to offer requested service”, the audit report says.

Auditors had indicated that during the auditing process it was found that the document in which it was called AKI, issued by a company that was not authorized. So it's about the company “Maccar”.

Auditors have recommended to the AKI director to make sure that proper assessment has been made of intended offers to eliminate doubts for favouring any company.

These violations in the tender for the car and other violations, including “dues to the” audience on the part of AKI inspector Szezen Soopyan, audiences have told the president and prime minister by letter.

In the letter provided by Insander, pressure was mentioned on members of the selection commission from Skelzen Soopyan, AKI Director Agron Selimaj and management director for the tender to be given to the prime minister's boys.
