And speaking of the way public money is exploited, he has said that as a minister, it is a priority to maintain macro-fiscal stability.
“As the minister of finance I have reacted to stop projects that endanger macro-fiscal stability”, Hamza said in Puls of KTV.
He has also spoken of the Law on the Reward, in which he said there is room for improvement.
“The largest share of employees has been handled with correctness, not risking macro-fiscal stability. There's room for improvement. It will be challenging for 2020 to maintain the salary rule, which says the wage bill should be proportional to economic growth”, he said.
Hamza has acknowledged that the Kosovo government is large and very expensive.
So Hamza talked about public enterprises.
Besides KEK and COSTT and any municipal companies, most of them have malmanagement, overemployment, non-nationalisation of jobs, lack of revenues, etc. They are the problem not only of their existence and of the outbreak of social discontent, but also of risk for macro-fiscal stability”, Hamza has said.

I suggest that this number not rise. Even when retired, don't be replaced by”, he said.
According to him, institutions are making mistakes that people are getting contracts for work.
“across the entire system are thousands of such”, he said.
