16 Lekaj Ministry officials arrested for cell phones with driver's license

A few days ago, Kosovo Police have arrested 23 officials, suspected of terns with driver's license.

The same officials were arrested in areas where driver's license exams were being held, most precisely at the bus station in Pristina.

16 of those arrested in the action were officials of the Ministry of Pal Lekaj, from the Patenta Driver's Department. Meanwhile, the others were a manager, three doctors, an orchid psychologist and a co-owner of an auto school.

On the same charges of involvement in criminal acts such as “misusing official position or authority” and “taking bribes”.

Paul Lekaj's ministry had guaranteed the monopoly on car counterparts to the EuroLab company for 10 years. Even the amount that citizens will be obliged to pay for their counterparts was set.

This practice threatened to continue in the future as the Ministry of Infrastructure drafted an Administrative Guide through which it made it difficult to open the market for this counterpart.

In addition, the Ministry of Infrastructure had authorised without the same company's competitive procedures, EuroLab to conduct “A-testing” of cars, now to be called individual counterparts. So far “A-testing” was made by the University of Pristina Technical Faculty.

Lekaj, for this monopoly, removed responsibility from himself, saying that the Automes Law enabled “EuroLabit” to possess the licenses for counterparts indefinitely.

But, fortunately following huge public pressure, on July 1, 2019, MPs held an extraordinary session, where they voted a resolution to remove monopolys in car counterparts. The resolution, drafted by all political parties, required market liberalisation to take place within six months.

How were 32 former parallel structures paid without working a day?

Over the months, the Lekaj Ministry's scandals had no stopping.

Dr. Paul is a millionaire.

Based in the wealth he has declared in the Anti-Corruption Agency, only one land owned by him amounts to 1.5m euros. In addition to land, Lekaj also owns a house that costs about 350 thousand euros and two cars that together are worth over 30,000 euros.
