Talks are expected to focus on domestic political reform and Russian aggression in eastern Ukraine.
Kiev and Brussels have already talked about how they can co-operate closer together, including strengthening political and economic ties.
However, warming relations between the EU and Ukraine is expected to face obstacles due to Moscow's influence, Euronews reports.
Russia has already declared that the residents of Lisk and Luhansk will equip with Russian passports, and will be guaranteed citizenship.
Since the prosecution of the Crimean Peninsula, the European Union has backed Ukraine and imposed sanctions on Russia.
The president of Ukraine will meet with NATO Secretary General Jens Stolenberg this Tuesday afternoon. He will also meet with European Commission Chairman Donald Tusk. The meeting between Zelensky and Tusk is expected to take place Wednesday.
