Haliti in Sarajevo highlighted Dacic's hateful messages and Brnabisic's racist remarks

In the name of Parliament Speaker of the Republic of Kosovo, which is also head of the Assembly Assembly Assembly Assembly delegation, Deputy Chairman Xhavit Haliti led the delegation.

In his address to participants in this session, Deputy Chairman Xhavit Haliti stressed the necessity of establishing and deepening co-operation among SEECP participating countries, not only at the regional level, but also at the bilate level, Klan Kosova reports.

Noting the obstacles of the free movement of people and goods, as well as measures imposed by Bosnia and Herzegovina for Kosovo citizens, the message of Serbian Minister Daciq's hatred, and racist comments by Prime Minister Bernabiq, as well as the importance of reaching the final, comprehensive agreement, for normalising relations between Kosovo and Serbia, for a long-term political and economic stability, and precondition for both societies to advance towards the European Union, Deputy Chairman Hali reiterated the importance of this process and the state's commitment to dialogue, reaching agreement and mutual recognition.

As for Kosovo taking over the chairmanship of the Southeast European Co-operation Process from Bosnia and Herzegovina from July 2019/2020, Deputy Chairman Haliti stressed:

“We must intensify regional co-operation, and SEECP is an excellent platform to gradually improve the lifestyle of our citizens. We must also support new initiatives, nongovernmental organisations, civil society in general and all other actors, to co-operate more with each other. But first, it's up to us to lead this process. Kosovo is willing to take its responsibility and take appropriate action. We are proud to have managed to be a much more important part of the region. We are today not only security consumers but also exporters, where through the KSF, we have contributed to different NATO missions. But these are smart, and we won't get much deeper”.

The Plenar session was preceded by meetings of general commissions and the Central Permanent Commission, which were held yesterday in the Bosnia and Herzegovina Parliament.

During working meetings, the Kosovo Assembly delegation was represented by member MPs: Glauk Konjufca, General Commission for Justice, Internal Affairs and Co-operation in the field of security, Avdullah Hoti, the General Commission for Economy, Energy and Energy, and Ismail Kurteshi, the General Commission for Social Development, Education, Research and Science.

Yesterday at working commission meetings, it was decided that Kosovo will also lead the General Commission for Economics, Infrastructure and Energy on the 2019-2020 route, while Bulgaria will lead with the General Commission for Social Development, Education, Scientific Research and Science.

Today, however, during the Plenar session session, Turkey has decided to head the General Commission for Justice, Internal Affairs and Security Co-operation.

During its one-year chairmanship (2019/2020) Kosovo will also lead the Central Permanent Commission meeting and the Plenar Session ( Meeting of Parliament Speakers of the SEECP participating countries).

The Plenar session of the Parliamentary Assembly of the South East Europe Co-operation Process, led by Bosnia and Herzegovina, failed to adopt the main document, the Joint Final Declaration, because Kosovo and Serbia's delegations failed to reach consensus on the freedom of movement of goods, services and people within the region, as a driving force of economic growth and integration into a wider European market, with particular importance of full implementation of CEFTA rules and procedures among all participants of the agreement.

The Assembly delegation proposed the fulfillment of the amendment proposed by the Serbian delegation: “All sides should respect or fully support the principles of good neighbourly relations and comply with existing regional and bilateral agreements. To do so, SEECP participants pledge to recognise all the official respective authorities of the countries of product origin”.

The delegations of Kosovo and Serbia disagreed with mutual proposals, presenting arguments for and against.

This amendment exceeded the previous agenda, opening a long debate between the Kosovo Parliament delegation and the delegation from Serbia's Parliament.

According to the working regulation of the SEECP, decisions are made by consensus.

In addition to Kosovo, delegations from Bulgaria, Turkey, Greece, Romania, Serbia, Slovenia, Montenegro, Northern Macedonia and Croatia are also participating in this session.

The SEECP is a regional process established in Sofia in 1996 aimed at strengthening regional co-operation and trust, good neighbourly relations, stability and security, economic relations and co-operation in the human dimension, justice, the fight against organised crime and the fight against terrorism.

The SEECP Parliamentary Assembly has an important role, as it is an organisation whose ambition is to become a parliamentary leader organisation in the region and represents the most suitable platform to meet the challenges of Southeast Europe.

Kosovo participates permanently in SEECP activities and meetings/ PBYL's, at all levels and under equal conditions.

During the Brdo Summit, held on April 14th 2018, it was decided that Kosovo will take over the presidency and head the SEECP at all levels.
