In this case it was said that only last year, there have been 832 reported cases in Pristina as a cause of domestic violence. And the second battle is being seen in the respective institutions.
Despite confirming the participation of Justice Minister Abelard Tahiri and the Internal Affairs officer Ekrem Mustafa, they were not present at this conference, however, as such dedicated to these institutions.
Director of the Organization I AJECT, Luljeta Aliu, said the lack of ministers shows their commitment to this sensitive issue for our society.
This is institutional commitment, I can say the ministries. I have no comment on this, we can discuss the ministry's responsibilities and dedication to this issue later. Today we're not talking about domestic violence, I'm sorry, today we're talking about the violence of institutions, the secondary victimization. That's because we've often heard cases of fatality in recent times, and we've had reasoning and criticism, as in civil society, as well as the media, who've investigated these cases and found there has been institutional wrongdoing or neglect”, she said.
According to Aliu, if institutions fail to offer protection to those who experience violence, then their legitimacy to exist also fails.
She said that in cases where cases are reported in relevant institutions, major violations are being made, which she said is the second battle.
When a victim goes to report the case of violence, violation of the defence order and others, the prosecutor-cop communication is done over the phone, and this is a moment, which can be misused, and it's being misused. That we're not talking about all the cases, we're talking about cases where outside influence is great, when people who need to be punished, or physically influenced, or through their political-social connections to close cases and manipulate evidence”, Aliu said.
Ombudsman Hilmi Jashari has indicated that domestic violence is a triple problem in Kosovo society. Jashar added that as a result of domestic violence and non-state action, there have been cases that have resulted in fatality.
In last year Pristina had a total of 832 cases reported to police, Prizren 178, Gjilan 146, Ferizaj 140 and Peja 150. And we always talk about reported cases, not unreported cases. We assume it's a phenomenon that affects society, but what is the answer, that these cases get. The first is the role of the police, then the prosecution and the judicial system. There are over dozens of recent cases that have unfortunately ended with fatality, without the state being able to offer adequate protection, because ultimately it is about right in life and that it is the foundation of all other rights”, Jashar said.
He has announced that the average time to deal with a case from the judicial system is 8.5 years.
While Fatos Rushiti, political adviser to the Ministry of Internal Affairs, stressed the need for involvement of other ministries in dealing with domestic violence.
The Ministry of Internal Affairs and implementing agencies, such as the police, the Agency for Forenzice and other agencies, are committed to responding not only to domestic violence but also to other problems that affect citizens of the Republic of Kosovo. Without wanting to be modest, but Kosovo police are quite well committed and trained, not only for domestic violence, but also in what we have encountered as a cabinet and Minister Police is only a legal implementing element, an executional element that normally has its own role. However, it takes other ministries, state links, prosecution, courts to be on the move, because police cannot play all the” roles, Rushiti said.
