Although the communiqué issued by the US Embassy spoke of an extremely serious concern, officials in the Government of Kosovo, understanding “criticism”, say professional criteria should be preconditions for handling tasks.
Deputy Foreign Affairs Minister in the Government of Kosovo Anton Berisha told Radio Free Europe that he would not want to talk about specific cases, but, as he said, the appointment system in Kosovo is complicated.

We take “with understanding and as valid advice that concerns appointments. I not only as a diplomat but also as an engineer know that professional criteria are prerequisites that any official should have to carry out” tasks, Deputy Prime Minister Berisha said.
He said that it still takes time in Kosovo to understand well and towards the practices of various European states for appointments.
I think this is about all society, without wanting to relating the decisionmakers, but I'm afraid our general social level has not reached the scale, as I say, of compliance with the European practices we've taken and placed on paper as in the form of other laws and regulations, but it's seen that we have serious difficulties to implement”, Berisha said.
