Only 12.7 percent of employed women need government support

According to the Workers' Power Survey (AFP) for the fourth quarter (TM4) 2018 of the Kosovo Statistics Agency, the unemployment rate is 31.4 per cent. The highest employment is among men (45.2 percent), while female employment is 12.7 percent. Article 7 of the Bill on Lehonia Rest and Parental Rest says [...]

Article 7 of the Law on the Rest of Lehonia and Parental Rest states that the first “the first months of the drop off of lehonia payment is made by the employer with a compensation of seventy percent (70 per cent) of the basic salary, in six (6) the following months the pause of leukemia is paid by the Kosovo Government with compensation of 50 per cent (50 per cent) of the average salary in Kosovo”.

And this article has been rejected by the chairman of the Kosovo Afarism House (OAK), Skender Krasniqi.

He has said this bill is against the female and has demanded that, as in the countries of the region, lehonia cease to pay the entire government.

Krasniqi has declared that the female unemployment rate is alarming, demanding that the state of Kosovo be open in this direction. He has said the main reason is the poor financial situation of the private sector, and the lack of access to lehonia rest costs that, according to him, affect women from work.

The main reason for female unemployment is the poor situation the state is practicing towards private institutions. In all countries of the region, the state takes over a 100 percent to 12 months of pay, while in Kosovo six months it forces business to pay 70 percent of its salary, while three months pay 50 percent of Kosovo's average salary. This actually condemns the female. The Ministry of Labor's new proposal is that three months 70 percent of the pay be paid by the business, and six months 50 percent of the average salary again. This is against the female again. Paying 200 euros is impossible to survive”.

“OAK has asked Prime Minister Haradinaj and Minister Recica, but also from all over parliament, to take over for the fact that it is not a heavy burden for the state of”, Krasniqi has said.

According to him, leaders don't have a problem raising their own salaries, but when it's in question this issue that affects growing employment and business support, each time it's counting the budget, posing “that they don't have a” budget.

The head of the Women's MPs' Group, Medjid Mjaku-Topali, has told the newspaper “The new age” that, although this problem has been discussed for years, they have not yet reached an adequate solution.

She hopes that, with the passage of the draft law on the councils to the Kosovo Assembly, it will provide solutions to this issue.

For years, the women's unemployment issue has been discussed, it is disturbing for all citizens of Kosovo, especially for us as women deputies. I, as head of the Women's MP group, have always been on tables that have been held on this topic where reports have been presented about the percentage of unemployed women. But if we refer to qualifications, much more turns out that girls and women are qualified”, Mjaku-Topali said.

As far as I can tell, in the Labour Law, there's no figure in the lehonia rest and there's a special draft concept for the Lehonia Law, which in June will be in the Assembly”, Mjacu-Topali said.

She has said that equal conditions should be created for women, both in the public sector and in private.

Also, we have information from civil society that women who, during questioning for application in a workplace, have had discrimination, since they have been asked about their status. Since it is a burden for companies and private institutions to pay two salaries for an employee, the Law of Lehonia is meant to be proposed so that it can be met and changed so that women cannot be discriminated against”, she said.

Meanwhile, as for the Public Administration Ministry figure, 92 percent of the top positions in public institutions are led by the male gender, Mjacu-Topali has responded:

We as women MPs have become together with civil society and are working in this direction. When we go abroad, we refer to the laws we have but are in reality facing failure to comply. We are working to change the electoral code and be in harmony with equality. This is the injustice that women are being wronged, since it is always said that we have to decide in this position. I'm hoping we'll mark positive steps in this direction”, Mjaku-Topali has declared.

The MP for the Social Democrat Initiative, a member of the board of MP Women, Albulen Balaj-Halimaj, has said that since 80 percent of what they studied in previous generations were men and only 20 percent women, that is why it gives a minus on the employment rate of women.

And, of course, private businesses are reluctant to hire women, because the moment they go out on the lehonia break, businesses are forced, according to the law in effect, to pay for the breaks of leukemia, and that costs plus a worker to replace leukemia. These are two reasons why they give us this unemployment rate in Kosovo”, Balaj-Halimaj has said.

She has stressed that any initiative involving the breaks of leukemia and women will support it.

“Minister Recica has started working for a bill that is being paid off by the Kosovo state budget. Many, which will be symbolic of 100 euros per month, will also be paid for those who do not work for six months. Any initiative involving women and liquefying I am willing to support with any force I have” is expressed by MP Balaj-Halimaj.

Bulnjak cites factors affecting women's job market discouragement

Director of the Certificate Accounting and Auditors Association of Kosovo ( Sa The KCAK -- simultaneously a member of the Kosovo Women's Economic Chamber, Ardiana Bunjaku -- has said that the patriarchal mentality, the unfavourable infrastructure for cutting and barking, and the level of education for generations past -- are factors of the disparatory position for women in the labour market.

The first and most important is the fact that we still live in a patriarchal society in which responsibilities for family, child care and the elderly have women. Then another factor is laws that have tried to protect women but have achieved a different effect. Example, lehonia rest is longer in Kosovo than other countries, and the financial cost of covering this holiday is mainly covered by employers, which decoupled women's employment in private companies”, Bulnjaku has said.

According to World Bank statistics, 50 percent of working - age women have middle or low education compared to men who are only 27 percent. Also, women are less likely to lock up or return to work after the pause of lehoia because of loss of step with work skills and experience”, she said.

As for the Public Administration Ministry data, 92 percent of the top positions in public institutions are led by the male gender, Bunjak has stated that although not all cases should be attributed to law, there should be encouragement for women's decision making.

Even though I think that not all issues can be regulated by laws, in the case of employing women in public institutions, in order to change culture that only men know how to do things properly, there are laws that make women equal to men. It means that if the applicant meets all the criteria, both from the aspect of education, experience and so on, the female gender is favored. I would like to stress that encouraging the female not only for employment, but in all aspects of her life should start with the family as well as the society in general, especially her courage to achieve what she aims at”, Bunjak has declared. /Indesksonline/
